Summary About this Opportunity:
The City of Asheville is seeking qualified candidates for a current opening as a Housing Program Manager. The purpose of this position is to provide management and administrative oversight of City-funded affordable housing policies, programs, and multi-million dollar investments. This includes independently managing a portfolio of affordable housing programs, leading the implementation of initiatives to redevelop City-owned property, and ensuring the City of Asheville's strategic objectives for housing preservation and creation are met with high efficiency and minimal supervision.

Education and Experience Required
Specific License or Certification Required: Must possess a valid North Carolina driver's license. Performance Aptitudes: Data Utilization: Requires the ability to coordinate, manage, and/or correlate data. Includes exercising judgment in determining time, place, and/or sequence of operations, referencing data analysis to determine the necessity for revision of organizational components, and in the formulation of operational strategy.
Human Interaction: Requires the ability to work with others to coordinate the more complex programs and more complex problems associated with the responsibilities of the job. Often represents the department and/or organization when dealing with others.
Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver, and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.
Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information.
Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; may include the ability to perform mathematical operations with fractions; may include the ability to compute discounts, interest, and ratios; may include the ability to calculate surface areas, volumes, weights, and measures.

- Manages and monitors an assigned portfolio of City-funded affordable housing programs, which include the Housing Trust Fund and Affordable Housing Bond investments; manages application intake, underwriting review, funding recommendations, and contract execution in alignment with adopted policies and under the oversight of the Affordable Housing Officer.
- Oversees the full lifecycle of awarded projects, including preparation, negotiation, and administration of funding agreements and loan documents; manages closings with developers, legal counsel, and finance staff.
- Performs underwriting of loan applications and awarded projects through analysis of development pro formas, sources and uses statements, and budgets; carries out risk analysis for all affordable housing programs and project applications.
- Reviews and approves draw requests, reimbursement documentation, and tracks performance benchmarks;
- Uses knowledge of real estate lending, mortgage loan origination, loan closing, loan servicing, and portfolio management practices, as well as knowledge of affordable housing programs, down payment assistance, subordinate lending, lien management, and soft debt practices, to carry out the job duties.
- Monitors compliance with affordability, reporting, and performance requirements with assistance from the Affordable Housing Specialist.
- Administers loan payoffs, forgiveness or satisfactions, and ensures accurate record keeping of these critical procedures.
- Serves as a staff liaison to funded developers and partners for assigned programs; provides technical assistance regarding program requirements, timelines, and eligible uses of funds; and resolves operational issues in coordination with City Leadership.
- Develops and manages program-level budgets and performance dashboards for assigned funds; analyzes expenditures, projections, and portfolio performance; and provides regular status updates and recommendations to support strategic decision-making and long-range planning.
- Coordinate closely with the City's Finance and Legal departments to support accurate loan documentation, proper recording of security instruments, funding disbursements, fiscal reconciliation, program income tracking, and asset protection.
- Contracts and oversees the work of third-party entities engaged to support affordable housing programs, including participation in bid solicitation, evaluation, award recommendations, and contract oversight for assigned projects.
- Supports affordable housing initiatives on City-owned property by managing funding agreements, tracking project milestones, coordinating documentation, and maintaining project data.
- Prepares written reports, funding summaries, compliance documentation, and implementation updates for internal leadership; provides data and analysis to support presentations to committees and City Council.
- Develops and improves systems and procedures for program administration, contract management, and compliance monitoring to enhance efficiency, transparency, and long-term sustainability of affordable housing investments.
- Performs other related duties as required.
Education and Experience Required
- Bachelor's Degree in Community Development, Public Administration, Finance, Economics, Planning, Real Estate or related field, or an equivalent combination of education and experience.
- Three (3) years of progressive related experience, including contract or program management experience.
- Five (5) years of progressive related experience.
