About the Role
We are seeking an experienced Capital Programme Manager to provide strategic leadership across a portfolio of capital investments within the Te Manawa Taki region. This is a pivotal role that ensures the organisation is investing in the right infrastructure, at the right time.
Reporting to the Regional Group Manager Investment and Partnerships, you will lead the planning and prioritisation of a regional capital investment pipeline while providing programme-level oversight of risks, dependencies, and interrelationships. You will drive the development of robust investment cases and provide high-quality advice to governance bodies, ensuring programmes are well-defined, evidence-based, and positioned for successful delivery.
The role operates at the intersection of strategy and delivery, requiring close collaboration with clinical, operational, and infrastructure stakeholders to shape future-focused health infrastructure.
About the Team/Service/Location
The IIG team are focused on delivering high impact infrastructure investments that support the transformation of New Zealand's health system.
Giving support, oversight and assurance across projects and programmes, the team understand that safe, fit for purpose health facilities, sites and equipment are essential for a well-functioning health system that improves the health of all New Zealanders.
About you
You are a senior programme leader with deep expertise in capital infrastructure planning and delivery and a proven ability to operate in complex, multi-stakeholder environments. You bring strong strategic thinking and are comfortable translating long-term investment intent into practical, executable programmes of work.
You are confident influencing at a senior level and are known for building trusted relationships across clinical, operational, and executive groups. You navigate ambiguity with sound judgement, anticipate risks early, and balance competing priorities while maintaining a focus on delivery outcomes. You are equally comfortable working at a strategic level and engaging in the detail required to ensure programmes are well planned, governed, and executed.
You will bring:
- 8–10+ years' experience in programme or project management, ideally in capital infrastructure environments
- Demonstrated experience leading complex, multi-project programmes in large or matrix organisations
- Experience across the full lifecycle, from business case development through to delivery and close-out
- Strong financial management capability including budgeting, forecasting and cost control
- Experience developing investment cases (e.g. Better Business Case or equivalent frameworks)
- Ability to provide clear, evidence-based advice to senior leaders and governance groups
- Strong stakeholder engagement and influencing skills
Qualifications
- Relevant tertiary qualification (e.g. Engineering, Construction, Project/Programme Management, Finance or similar)
- Programme or project management certification (PRINCE2, MSP, PMP or equivalent)
