Infrastructure Solutions Architect

Job Summary:

We are seeking a Solution Architect to serve as technical lead for a new Fiscal Agent Services (FAS) module within the Medicaid Enterprise System (MES). This role guides architectural direction, ensures alignment with CMS (Centers for Medicare & Medicaid Services) /MITA standards and federal modularity requirements, and partners with business stakeholders, vendors, and technical teams to deliver a compliant, sustainable Medicaid technology solution.

Key Responsibilities:

• Oversee and guide technical implementation of the new FAS module within MES
• Ensure alignment with CMS guidelines, MITA maturity goals, interoperability standards, and federal modularity requirements
• Lead architectural reviews and assess solution implementation against enterprise architecture policies
• Evaluate system integration needs across Eligibility/Enrollment, Provider Services, Third-Party Liability, Pharmacy, and Data Warehousing modules
• Provide guidance on interfaces, data exchange standards, APIs, security models, and cloud adoption strategies
• Develop architectural artifacts - logical/physical diagrams, data flow documentation, integration patterns, technical roadmaps
• Collaborate with cybersecurity teams to ensure NIST, HIPAA, and state security policy compliance
• Participate in governance processes and review change requests for sustainability/maintainability
• Provide leadership to project teams, business analysts, developers, and external partners

Required Skills & Certifications:

• 10 years: architectural modeling, data management, security best practices
• 10 years: stakeholder communication, including translating technical concepts for non-technical audiences
• 10 years: collaboration with vendors, system integrators, and multidisciplinary teams
• 10 years: cloud platform experience (Azure, AWS, or equivalent)

Preferred Skills & Certifications:

• 10 years: designing/supporting large-scale healthcare or government IT systems (Medicaid/MES preferred)
• 10 years: MITA framework and federal interoperability requirements
• 10 years: Node.js, Java, Angular, React, Python, REST, JSON, XML, X12, FHIR, HTML5
• 10 years: databases, ETL tools, relational databases, SharePoint, X12, legacy programming
• 10 years: enterprise integration, SOA, APIs, cloud computing, modular system design
• 8 years: MMIS or MES experience
• 8 years (nice to have): state government or large enterprise architecture roles
