Supervising Behavioral Health Specialist - Medication Assistaed Treatment program

The Riverside University Health System – Behavioral Health Department is seeking a highly motivated Supervising Behavioral Health Specialist to join the Medication Assisted Treatment (MAT) program. The Medication‑Assisted Treatment (MAT) program is a comprehensive approach to treating substance use disorders. It combines approved medications with counseling and behavioral therapies. Designed to support the “whole patient,” MAT is especially effective for individuals struggling with addiction to opioids such as heroin, prescription painkillers and alcohol. Alongside medication, patients participate in individual and group therapy that provides essential support, coping strategies, and skill‑building to aid them through incarceration. The goal is by integrating medical and therapeutic interventions tailored to each patient’s needs, MAT offers a well‑rounded, evidence‑based path of support to help individuals complete their incarceration period. Essential Duties Assist in developing and maintaining the provider level budget and program’s productivity, including expenditures and revenues on a monthly basis, and provide input and recommendations for annual budget reviews and updates. Ensure that all legal requirements of unit and/or contract service providers are met and maintain, monitor, and compile qualitative and quantitative reports based on the data requirements submitted by staff and service providers. Coordinate, assign, supervise, and evaluate the treatment/recovery, counseling, referral, and prevention services provided by staff and evaluate performance of staff and implement appropriate responses. Develop, review, implement, and revise policies and procedures used by the staff and make modifications as necessary. Audit and monitor case files to ensure quality of services provided by staff to clients and recommend changes to quality‑assurance procedures for units and service providers under contract. Coordinate the screening and referrals of applicants for entry into treatment, recovery, and drinking driver programs. Assess, research, and analyze program needs and prepare recommendations concerning a program area. Evaluate and counsel clients with more difficult cases and respond to clients and their families during intervention crisis periods. Maintain and monitor the effectiveness of office systems needed for the program’s day‑to‑day operations. Read and disseminate information provided by the Department to staff on current federal, state, and local laws, regulations, policies and procedures governing program operations and service delivery. Develop and maintain collaborative efforts with community organizations and agencies as well as other county agencies and the legal community. Develop and implement new and innovative programs designed to meet identified needs. Represent the county on committees and task forces at the local and state level. In addition to the base pay, Supervising Behavioral Health Specialists receive an hourly differential of 5.5%, which applies to all hours worked, including regular and overtime hours up to 80 hours per pay period. The differential is temporary and may be removed. Incumbent must complete a level‑one sheriff background clearance. Bilingual Spanish is preferred and may be eligible for an additional differential. Minimum Qualifications
OPTION I
Education: Bachelor’s degree in psychology, sociology, or a related behavioral science field (or equivalent experience). Experience: Four years of providing individual and group counseling in a treatment and recovery program with medical professionals in a supervisory or consulting capacity, including assessment, evaluation, and referrals. Certification: Alcohol and Other Drug (AOD) Counselor Certification.OPTION II
Education: Master’s degree in psychology, sociology, or a related behavioral science field (or equivalent experience). Experience: Two years of providing individual and group counseling in a treatment and recovery program with medical professionals in a supervisory or consulting capacity, including assessment, evaluation, and referrals. License: Licensed Practitioner of the Healing Arts (LPHA). All options include knowledge of basic principles and practices in behavioral health, relevant laws and regulations, counseling techniques, social and cultural factors related to substance abuse, supervision practices, public and private treatment resources, budget preparation and monitoring, and computer skills. Ability to supervise, assign, evaluate staff, develop policies, interpret and teach regulations, establish cooperative relationships, and communicate effectively.
