BRIEF DESCRIPTION OF DUTIES: This position is located in the Office of the Chief Financial Officer, Government Services Cluster (GSC), Department of Energy and Environment (DOEE). The incumbent serves as the budget subject matter expert for the organizational entity and is responsible for formulating, justifying, monitoring, and developing process improvement strategies for budgets within their assigned agency department. Duties include, but are not limited to: collaborating with program managers and internal stakeholders to assist in developing the total agency budget; validating the accuracy and adequacy of budget requests submitted; leading the development, execution, analysis and evaluation of the program's annual budget; performing budget analysis of total budgets to prepare quarterly Financial Reviews Process (FRP); analyzing, monitoring, and tracking expenses to determine whether additional funds are required for specific areas or whether funds can be reprogrammed; conducting requisite research to substantiate budget recommendations and provide explanations for variances; and providing resolution of the most difficult and complex resource management funding problems and broad-reaching matters presented by lower-grade analyst. Performs other related duties as assigned. Minimum Qualifications
Five (5) years of progressive experience performing duties related to the work of the position to be filled such as formulating and developing budgets; possessing expert knowledge of budgetary administration, policy and regulations; and resolving complex budget issues. Specialized Experience
Experience that provides the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for this position.
