Business & Finance Officer IV- Operating Program Lead

King County Metro Transit's Finance & Administration Division seeks an experienced financial analyst looking to develop their skills at one of North America’s largest transit agencies. The Operating Program Lead (Business & Finance Officer IV) is a senior role on Metro’s central Business and Finance Team that will lead enterprise operating expense reporting and forecasting across all divisions, support the agency’s budget process, and provide financial analysis and modelling. The candidate selected for this role will help shape Metro’s strategy, service, and infrastructure growth in the coming years, ensuring that the agency can meet the region’s growing mobility needs. Position Info This recruitment will be used to fill one (1) Career Service Business and Finance Officer IV vacancy on Metro’s central Business and Finance team. In addition, this selection process may be used to generate an eligibility list for future Career Service (CS), Term-Limited Temporary (TLT), and/or Special Duty Assignment (SDA) vacancies that may occur in this classification and workgroup. The eligibility list will be retained for 12 months from the date of posting and may be used at the discretion of the hiring authority. This position is comprised of the following duties: Leading the financial monitoring and reporting for Metro’s enterprise operating program. This includes working with division finance staff to analyze budget to actuals, understanding variance drivers, preparing spending forecasts, and communicating results and trends to leadership. Managing the cost allocation process for all of Metro’s operated modes of transportation, including bus, light rail and all other modes, in order to develop performance metrics and provide reporting for service partners and the Federal Transit Administration. Working with the Business & Finance Team to manage the enterprise budget development process across all of Metro’s divisions. This includes supporting process development, analysis, prioritization of needs, aligning teams with reporting expectations, and working to submit a comprehensive department budget to the King County Executive and King County Council. Developing, maintaining, and improving financial models that are intuitive and easy for others to use. Representing the Business & Finance Team to support projects, steering committees, and other work through the department. Actively support initiatives with a financial lens to identify issues, problem solve and help develop solutions. Supporting continuous improvement efforts for Metro’s operating program budgeting and analysis. This work may include evaluating existing processes, identifying areas for improvement, documenting new processes and procedures, monitoring implementation, and adjusting based on feedback and results. Other duties as assigned. Experience, Qualifications, Knowledge, Skills Five (5) or more years of increasingly responsible experience in financial analysis, budgeting, or public sector finance OR a combination of education, training, and/or professional experience which provides the equivalent background required to effectively perform the work of this position. Strong communication skills and experience building effective and collaborative working relationships with diverse professionals. Experience leading financial analysis, reporting, and monitoring, with strong skill in transaction-level analysis using standard financial and statistical methods and business intelligence tools. Expert ability to develop and apply complex Excel-based modeling tools that support decision-making, with clear and detailed documentation of assumptions, cost drivers, and unit costs. Demonstrated experience in leading and supporting continuous improvement efforts, including workflow analysis, standardization of processes, and partnering with teams to implement improvements and align expectations. The ability to design reporting to meet needs of audiences and translate financial concepts for non-financial staff and leaders. Knowledge of accounting concepts such as fund and grant accounting. Proficiency with enterprise finance systems, analytical and reporting tools, such as Oracle EBS, Oracle Business Intelligence, Hyperion/PBCS, Microsoft Power BI, or similar tools. Highly competitive candidates will have the following qualifications (desired, but not required) Knowledge of King County Metro’s operations, mission, values, and policies. Experience working with large public sector agencies or governmental organizations. Experience in municipal government or public transit. Bachelor’s degree in Finance, Accounting, Economics, Public Administration, or a related field. Supplemental Information Safety Responsibilities Responsible for understanding the Metro Transit Safety Policy and their role in safety. Report all safety concerns. Follow safety practices and procedures as necessary to maintain a safe work environment and in conformance with applicable regulations, policies, and training. Report safety and security concerns and ideas to supervisors or anonymously through data collection system. Work Location This position follows a hybrid work schedule currently requiring a minimum of two (2) days per week onsite at King Street Center (201 S. Jackson, Seattle, Washington 98104), consistent with King County Metro's hybrid work policy. Tuesdays are a required on-site day for this specific team, and onsite work requirements will be increasing to three (3) days in the near future. Remote workdays may be adjusted based on operational or business needs. Employees will have access to shared workspaces at various King County facilities and must reside in Washington State within a reasonable distance of their assigned worksite to meet reporting requirements. Work schedule Employees will work 40 hours per week on a flexible work schedule as approved by their immediate supervisor with typical work hours between 6:00 a.m. and 6:00 p.m., Monday through Friday. Schedule assignments are subject to the staffing needs of the department. This position is exempt from the provisions of the FLSA and is not eligible for overtime pay.
