Your Specific Responsibilities:

This is a professional, managerial position responsible for coordinating the operations and management of the Department of FloridaCommerce owned and leased facilities and serves as the primary back up for the overall General Services operations. This includes implementing and providing administrative, operational, and consulting services related to facilities, space planning and design, building management, leasing, and architectural changes, as well as serving as a deputy chief regarding bureau operations. This position is also responsible for coordinating the operations and management of the Department safety program. Incumbent exercises independent judgment in formulating policies and procedures, in personnel administration and in preparation and management of complex budgets. Ensures internal controls are established and maintained for each of the responsible areas and identifies efficiency opportunities in the process areas.

Manages the Fixed Capital Outlay (FCO) program for major building repairs, renovations, and new construction. Manages the Revolving Trust Fund budget ensuring expenditures are appropriately recorded and adjustments are requested, if needed. Works with the Office of Budget Management to initiate budget actions necessary to ensure resources are available. Provides reports to management as needed.

 

Prepare reports, as required, including annual Capital Improvement Plan and Legislative Budget Requests. Ensures CareerSource Florida and other tenants of Florida Commerce-owned buildings provide input regarding needed improvements to buildings.

 

Provides contract management for all contracts related to service contracts developed for Department-owned facilities. This includes preparation, evaluation, accuracy and budget accountability of the purchase order requisitions. Prepares documentation for annual blanket term orders and two-party contracts related to maintenance and construction. Tracks services, reviews pay requests, maintains accurate accountability of expenditures, works with vendors to address any issues or concerns, and initiates contract or agreement changes as necessary. Negotiates contracts and agreements with federal, state, and private entities and prepares budgets for related funding.

 

Leads activities of building managers and maintenance mechanics in Department-owned buildings. Oversees the daily operations of facilities, assists field staff and building managers in addressing operational problems, and serves as the liaison for field staff and building managers. Ensures training and technical assistance is provided to FloridaCommerce employees and contractors, as appropriate, on any building requirements.

 

Responsible for construction and renovation projects conducted by private contractors. Tasks include, but are not limited to, development of plans and contract documents, office renovation design preparation, project budget and schedules, cost estimation, establish specifications, prepare bid packages, analyze bids, visit job sites, resolve construction issues, review and approve invoices, certify completion. Maintains effective working relationships with architects, engineers, contractors and program administrators.

 

Coordinates and administers FloridaCommerce safety programs. Provides assistance and consultation regarding safety and emergency management issues. Develops and maintains policies, procedures, and guidelines, and identifies statewide operational issues in the implementation of safety related policies and procedures.

 

Manages the real property lease management program for the Department. This includes building maintenance, custodial services and security.

 

Provides assistance and consultation regarding leasing problems. Develops and maintains policies, procedures, and guidelines, and identifies statewide operational issues in the implementation of leasing policies and procedures.

 

Assists Bureau Chief with day-to-day management and support activities, ensuring the operational needs of the bureau are met.

 

Performs other duties as required or assigned.

 

Qualifications:

This position is designated as a position of Special Trust. As a condition of pre-employment eligibility, successful completion of a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.
