POSITION SUMMARY
The Third Avenue Resource Center is a place for people experiencing homeless to connect to community resources in one central location. The Program Manager is responsible for assisting the Director of the Third Avenue Resource Center in overseeing the day to day operations of the center. This includes supervision of staff, services, volunteers, and partners.

CSS is a Catholic human and social services agency and behavioral health care provider that welcomes people of all faiths through its programs and employment. We provide help for our Alaskan neighbors through a variety of supportive service programs, including emergency shelter, food stability, housing, case management, and refugee assistance. CSS empowers individuals and families on their path to permanent stability, creating thriving communities for all. ABOUT OUR PROGRAM/DEPARTMENT
The 3rd Avenue Resource & Navigation Center is part of a campus with Brother Francis which provides Adult Homeless Services. 3RNC operates eight hours per day, five days a week serving up to one hundred clients seeking services. This position provides services to individuals experiencing homelessness or at risk of homelessness within the Anchorage Bowl. REQUIRED COMPETENCIES
The Program Manager in the Third Avenue Resource Center must be committed to collaboration and shared decision-making and have a strengths-based style of leadership. They must possess a desire to work with a variety of people, situations, and challenges to carry out the mission and purpose of the program. Demonstrated leadership, dependability, flexibility, and initiative are all important. They must be able to react effectively and respectfully in crowded and stressful situations. They must have the ability to provide supervision and training to guest volunteers, interact positively with other CSS staff members, and clients. Appropriate interpersonal, written, and verbal communication skills are a must as are team building skills and basic computer skills in most Microsoft Office applications. Logistics skills in order to facilitate smooth operations of the center are an important part of this position.
RESPONSIBILITIES
Agency Operations & Culture:
- Promote agency culture of treating everyone with dignity and respect.
- Maintain a trauma-informed approach to service delivery. Strategize, in conjunction with other staff, the plan to have a trauma-informed approach to service delivery at the Third Avenue Resource Center.
- Ensure all staff receives basic foundational training and continued training (as appropriate) that furthers their understanding of trauma.
- Work with the Director to ensure all current policies and protocols uphold trauma-informed service principles.
- Evaluate program policies and practices regularly; this information is used to inform and adjust practice.
Partnership Development and Stewardship:
- Assist the Director and Sr. Director in recruiting new partners that would provide services within the resource center.
- Foster a welcoming and engaging environment for all partners.
- Assist the Director and Sr. Director in reporting and resolving any conflicts among partners.
- Assist program Director with collaborative activities with municipal partners, neighbors and the public.
- Serve as program representative, in concert with Program Director, for campus coordination activities to address campus wide issues.
Operations:
- Ensure smooth daily operations of the center.
- Ensure basic needs services are being provided and tracked daily, including but not limited to, showers, snacks, storage, computer access, etc.
- Foster an environment of care, welfare, safety, and security with an emphasis on dignity and respect within the center.
- Handle guest complaints or behavioral and safety issues as appropriate and in line with CSS policies.
- Immediately report serious personnel, guest, safety, or media incidents to Director.
- Procure supplies necessary for program operation within defined budget.
- Coordinate with the Director and CSS Facilities team to ensure the building is safe and in good working order.
Personnel:
- Provide strengths-based supervision to frontline staff.
- Manage the staff schedule, ensure appropriate staffing levels.
- Supervise, coach, support and evaluate direct reports.
- Recruit, interview, onboard, and train new staff.
- Ensure budget is adhered to for hours worked; complete payroll bi-weekly.
- In conjunction with Program Director, ensure appropriate interactions between staff and guests. Address any issues as they arise.
- Assist program Director with developing, organizing and maintaining job descriptions and define the role of program staff.
Data:
- Ensure staff is trained in data management
- Oversee day to day internal data tracking.
- Work with the Director and the CSS data team to ensure that data is collected and accurate.
Training:
- In conjunction with the Director, coordinate with the Director of Training to ensure that staff is being trained on relevant and mandatory topics.
- In conjunction with the Director, incorporate trainings into day-to-day practice
Other duties as assigned.
QUALIFICATIONS
Minimum Education Requirement: Bachelor’s degree in social work, sociology, psychology, counseling, business, or a related field. Four (4) years of experience can be substituted for the required education.
Minimum Experience Requirement: One (1) year of relevant work experience with supervisory and management duties required.
A relevant combination of education and experience may be considered.
A valid driver’s license is required.
WORK ENVIRONMENT
Work Environment: Work is performed in a resource center for people experiencing homelessness. Work is performed in a standard indoor office environment. Occasional lifting of up to 25 pounds. Frequently sitting or standing at a desk for several hours at a time. Must be able to work with occasional distractions and noise.
Travel: Travel out of Alaska is rare. Occasional travel within the Municipality of Anchorage is required.
