Job Description and Duties The Office of Legal Counsel (OLC) provides legal support to the DTSC. Under the direction of an Assistant Chief Counsel, the Attorney is responsible for performing legal work across all Department programs, addressing various legal issues involving or affecting the Department. Responsibilities Review permitting documents, including draft permits, responses to public comments, public participation documents, and final permit decision documents for compliance and consistency with state and federal laws (California Hazardous Waste Control Law, RCRA, CEQA, and their implementing regulations). Represent the Permitting Division or Department management in administrative proceedings, including denials, suspensions, and related appeals. Coordinate litigation related to permitting issues, including challenges under VSP, CEQA, and hazardous waste laws. Work with the Attorney General on litigation matters and assist the Attorney General with substantive law and Departmental policies and procedures. Draft litigation referrals and ensure that all supporting documents are made available to the Attorney General’s Office. Coordinate with the Attorney General’s Office on Department litigation matters. Desirable Qualifications Experience as an attorney or law clerk/legal practitioner. Experience with federal or state environmental laws as an attorney, law clerk, or legal professional. Experience advising state agencies on administrative law. Experience responding to Public Records Act requests. Experience with environmental justice or similar matters. Special Requirements The position requires a California State Bar License.
