Human Resources Manager

The Human Resources Manager serves as Belmont Medical Technologies’ operational owner of the Human Resources (HR) function, responsible for overseeing the day-to-day execution of the HR function for Belmont’s Billerica, Massachusetts headquarters. Serving as the Chief HR Officer (CHRO)’s primary operational partner, this position translates strategic priorities into effective operational execution by leading HR operations, implementing organizational initiatives, and ensuring a consistent, compliant, and high-quality employee experience that supports Belmont’s continued growth. This role is well suited for a highly analytical, intellectually curious, execution-oriented, and people-centered HR professional who enjoys building processes, solving complex operational challenges, and transforming ideas into action within an evolving organization where priorities shift quickly and adaptability is essential. The HR Manager is a service-oriented leader who combines operational excellence with an approachable, empathetic, and collaborative style, building trusted relationships across the organization while anticipating and balancing the needs of employees, managers, and the business. Combining sound business judgment with exceptional organizational and project management skills, and a collaborative partnership style, this position leads complex initiatives, develops workforce intelligence, and delivers practical solutions that improve organizational effectiveness and business performance. Serving as a highly visible, accessible, and trusted HR business partner, this position proactively develops relationships with employees, managers, and leaders across a diverse manufacturing workforce, anticipating needs and addressing challenges before they elevate. The HR Manager owns the day-to-day execution of the employee lifecycle and HR operations, leading employee relations, talent acquisition, total rewards, leave administration, workforce analytics, organizational integration, and continuous improvement initiatives that support Belmont’s ongoing growth and operational excellence. Balancing operational excellence with genuine care for people, this position creates an environment where employees feel supported, managers are empowered and equipped to lead effectively, and organizational priorities are executed with consistency, empathy, and accountability. Minimum Qualifications Education: Bachelor’s degree in Human Resources, Business Administration, Organization Development, or a related field required. Professional Human Resources certification and/or demonstrated commitment to continued professional development are highly desirable. Experience: Five (5) or more years of progressive Human Resources experience, including at least three (3) years in an HR Manager, Human Resources Business Partner, or comparable role with broad operational responsibility. Experience supporting a manufacturing, medical device, life sciences, or similarly regulated organizations is strongly preferred. Demonstrated success operating in a growth-oriented organization with increasing organizational complexity and multiple stakeholders is required. Knowledge: Comprehensive knowledge of human resources operations, including employee relations, talent acquisition, performance management, compensation, benefits administration, leave administration, organization development, and compliance. Demonstrated ability to lead complex human resources initiatives, improve business processes, develop practical solutions, and successfully manage multiple priorities in a dynamic environment. Strong analytical and business acumen with experience developing workforce data, and providing recommendations that support operational and business decisions. Working knowledge of Massachusetts and federal employment laws. Bilingual fluency in Khmer is highly desirable but not required. Training will be provided on Belmont-specific processes, systems, and policies, as required. Specific Position Duties Human Resources Leadership & Operations Lead the day-to-day operation of the HR function for Belmont's Billerica headquarters, ensuring high-quality, responsive, and compliant HR services. Serve as the primary HR business partner to managers and employees, providing practical guidance and coaching on people-related matters. Translate strategic HR priorities into effective operational execution through strong project management and process improvement. Develop and continuously improve HR policies, programs, workflows, and manager resources that support organizational growth and operational excellence. Employee Relations & Talent Lead full-cycle talent acquisition, onboarding, and offboarding activities. Serve as the primary resource for employee relations, conducting investigations, resolving workplace issues, and coaching managers on performance and employee matters. Lead the organization's performance management process and support leadership development initiatives. Build trusted relationships throughout the organization while maintaining a visible and accessible presence across the workforce. Compensation, Benefits & Employee Programs Administer compensation, benefits, leave administration, and employee programs while ensuring an exceptional employee experience. Support compensation analyses, salary recommendations, market benchmarking, and total rewards initiatives. Coordinate benefit administration, Open Enrollment, and employee education while partnering with Finance, brokers, and vendors. Compliance & Risk Management Ensure compliance with applicable federal, state, and local employment laws and company policies. Administer leave programs, workplace accommodations, and Workers' Compensation. Maintain employment policies, documentation, audits, and regulatory compliance activities. Develop workforce metrics, dashboards, and executive reporting that support operational and strategic decision-making. Analyze workforce trends, headcount, labor costs, turnover, recruiting effectiveness, and other key performance indicators. Provide meaningful workforce insights and recommendations that improve organizational effectiveness and business performance. Growth & Organizational Effectiveness Support acquisitions through HR due diligence, workforce integration, change management, and operational implementation. Lead organizational improvement initiatives that strengthen manager capability, employee engagement, and HR operational excellence.
