The Chief Operations Officer is a member of the Superintendent's Advisory Team and provides strategic and operational oversight of administrative, financial, and support departments and services. The Chief Operations Officer manages many aspects of the District's day-to-day operations and administrates operational policies, objectives, and initiatives. They must work to ensure that the District sets and attains short and long-term financial and operational goals. The Chief Operations Officer demonstrates expertise in various operational concepts, practices, and procedures, relying on extensive experience to plan and accomplish strategic goals; leads and directs the work of others with a high level of creativity and latitude.

Essential Duties and Responsibilities

• Provide executive leadership in finance, organizational development, risk management, legal services, athletics and activities, information technology, public policy, and extensive facility management.
• Management and oversight of additional programs or services as the Superintendent assigns.
• Provide leadership in the management of day-to-day operations throughout the District.
• Supervise and evaluate the work and professional growth of assigned directors, administrators, managers, and support staff.
• Provide strategic leadership in addressing key challenges and opportunities.
• Lead the development of short and long-range planning for all operational services to support the District goals.
• Lead the management of financial planning, budgeting, cash flow, investments, and fiscal policies.
• Plan, coordinate, and execute the annual budget process and long-range financial planning at the executive level.
• Ensure the implementation of appropriate policies, internal controls, accounting standards, and procedures.
• Oversee and guide the operational infrastructure of internal systems, programs, activities, and functions of the District utilizing sound business practices.
• Oversee vendor relationships and contracts.
• Oversee the efficiency and quality of Food Service and Student Transportation contractors and ensure program compliance.
• Serve as the management liaison to the board and audit committee.
• Serve as a member of the Superintendent's Advisory Team.
• Model the characteristics of effective leadership, including energy, integrity, high-level communication skills, and strategic thinking processes.
• Lead the interpretation of operational information and/or changes and/or outcomes to the board, administration, staff, and the community.
• Build strong leadership relationships and engage others in meeting District goals and supporting student achievement and success throughout the District.
• Ensure all work is performed following federal and state standards.
• Participate in the District's strategic planning, development, and goal achievement.
• Attend school board meetings and provide reports to the Board of Education as directed by the Superintendent.
• Keep current and interpret all laws, regulations, and statutes relating to public education.
• Perform all professional obligations at the executive level: meet deadlines, honor schedules, efficiently utilize and manage resources, work within established decision-making procedures, and lead by example.
• Perform other duties as assigned by the Superintendent.

Supervisory Responsibilities

• The Chief Operations Officer directs, supervises, and evaluates assigned directors, administrators, managers, and support personnel.
• All Medford School District employees supervise students and maintain a safe environment.

Qualifications

Education and Experience: Bachelor's degree in Business Administration, Public Administration, or related field; Master's Degree preferred. Extensive and progressive operational experience, preferably in finance, organizational development, information technology, public policy, and extensive facility management. Progressively responsible leadership experience that facilitates leading and managing diverse work teams.

Interpersonal Skills: Ability to interact appropriately with teachers, staff, community members, and students. Focuses on solving conflict; maintains confidentiality; contributes to building a positive team spirit.

Language Skills: Ability to communicate verbally and in writing fluently in English. Preference may be given to applicants fluent in English and Spanish. Ability to present information and respond effectively to questions in one-on-one, small and large group situations to students and other school staff. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, procedure manuals, and governmental regulations. Ability to write routine reports and correspondence.

Mathematical Skills: Ability to calculate figures and amounts such as discounts, interest, proportions, percentages, area, and circumference. Ability to apply basic concepts of algebra, geometry, fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability: Ability to apply common sense understanding to complete instructions furnished in written, oral, schedule, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

Computer Skills: General knowledge of computer usage and ability to use database software, e-mail, internet software, spreadsheets, teaching software, and word processing software.

Certificates, Licenses, Registrations: Hold (or be eligible for) the Professional Administrator License to serve as a District level administrator by the Oregon Teacher Standards and Practices Commission or possess senior management experience in a field other than education. A valid Oregon Driver's License is required.
