Summary

Position is located within the Greater Los Angeles VA Medical Center. in the CERS: HUD-VASH program and will be located at the San Luis Obispo clinic. The Housing Management Assistant is to link Veterans in the HUD VASH program to permanent housing. The incumbent will establish and maintain relationships with landlords, private agencies, non-profit agencies, and governmental agencies who serve the homeless, as well as VA staff who work with Veterans in need of transitional or permanent housing.

Duties

Help

• Assist Veterans with the housing search and lease up process by acting as a liaison between all parties, including but not limited to the VA, PHA, landlord, and Veteran, to address housing needs.
• Identify and contact local landlords and realtors to find potential housing units for Veterans to lease as well as maintain a database of landlords and property management companies that accept HCV subsidies
• Assist with gathering of required documents needed to obtain security deposits, knowledge of funding sources for security deposit assistance, and the ability to educate Veterans on the funding resources available.
• Use of Government Furnished Equipment (GFE) is required for transportation of Veterans as needed to assist with housing leads and applications for housing.

Work Schedule: Full Time, 40 hours a week, Monday to Friday, 8:00AM to 4:30 PM

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/29/2026.

Time-In-Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

• Specialized Experience: You must have one year of specialized experience, equivalent to the GS-4 grade level in the private sector or federal service applying knowledge of housing assistance programs; providing property search services; supplying information or instructions to clients regarding tenant rights and responsibilities; and linking veterans into permanent housing.

OR,

• Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4-year course of study post high school; or combination of experience and education. OR,
• Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the second year of undergraduate studies.

Receiving Service Credit or Earning Annual (Vacation) Leave : Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience.
