Career Counselor ABAWD - PACE

Position Objective:

The PACE ABAWD Career Counselor provides intake, assessment, and ongoing case management services to ABAWD Cash Assistance clients referred to the PACE program. This role ensures compliance with ABAWD work requirements through structured assignments such as community service, workshops, independent job search, education and training, and other approved work activities, while supporting clients toward employment and self-sufficiency.

ABAWD Career Counselors are responsible for timely assessments, accurate documentation, compliance monitoring, and engagement tracking using WISE and internal PACE systems. The role also includes job placement support, referrals to education and training opportunities, and daily timekeeping in accordance with HRA and PACE requirements.


Essential Functions:

• Conduct intake and assessment, and develop individualized service plans for PACE ABAWD Cash Assistance clients within 30 calendar days of enrollment, ensuring alignment with ABAWD work requirements.
• Complete required ABAWD assessments and identify barriers impacting employability or compliance.
• Ensure client compliance with ABAWD participation requirements by assigning, monitoring, and documenting approved work activities, including community service, workshops, independent job search, education and training, and other work-related activities.
• Maintain accurate timekeeping, attendance, and participation records for all ABAWD activities using WISE, along with timely case notes and supporting documentation.
• Provide employment readiness counseling and support job placement activities, including referrals, job search assistance, and coordination with placement staff.
• Refer clients to appropriate education, training, internships, bridge programs, and alternative engagement opportunities based on assessment results and career goals.
• Manage caseloads by monitoring enrollment dates, attendance, engagement, and compliance status; initiate re-engagement efforts, reassessments, and required actions (e.g., FTCs) as needed.
• Collaborate with PACE staff, Engagement Specialists, and community partners to ensure coordinated service delivery and timely referrals.
• Participate in required meetings, trainings, and staff development activities related to ABAWD policy, HRA guidance, and PACE procedures.
• Perform other duties as assigned.

Qualifications:

• Bachelor's degree preferred. In lieu of a bachelor's degree, must have an associate's degree with a minimum of five (5) year of work related experience or must have a high school diploma or equivalency with a minimum of seven (7) year of work related experience.
• 3 years related experience working with public assistance population and/or working in employment services or in social service- related field.
• Excellent public speaking skills with the ability to motivate and engage clients.

Salary: $58,000/year

NADAP's Pathways for Access to Careers and Employment (PACE) program is a new career services initiative funded by NYC's Human Resources Administration working with adults and youth, ages 18+, receiving cash assistance.
