Criminal Investigator III - MED

Department of Revenue

Job Responsibilities The professional in this position performs as a peace officer to investigate and enforce the Colorado Marijuana Code, the Colorado Marijuana Regulations, and the Colorado Revised Criminal Statutes.

CRIMINAL INVESTIGATIONS

Plans and conducts investigations of violations of marijuana and criminal laws. Prepares comprehensive written investigative reports. Executes warrants and collects and preserves physical and documentary evidence. Testifies in court. Provides assistance to local, state and federal law enforcement agencies with information on marijuana practices, methods and licensees. Assists other law enforcement agencies upon request.

CRIMINAL ENFORCEMENT

Proactively visits marijuana businesses as an armed peace officer to preserve the peace, prevent and discourage illegal purchase, consumption and other violations of laws. Directs and coordinates compliance checks of regulated marijuana businesses to ensure marijuana is not being unlawfully sold to minors. Investigates matters by utilizing knowledge and skills in complex criminal investigations of marijuana licensees. Responds to complaints, issues criminal summonses, conducts interviews of victims and witnesses, and interviews suspects. Assists or augments other law enforcement agencies to ensure officer and marijuana patron safety, and prepares detailed written reports for criminal prosecution. Conducts inspections of marijuana businesses and re‑inspections of those that have had violations.

REGULATORY ENFORCEMENT & INVESTIGATIONS

Proactively visits marijuana businesses, monitoring for compliance with Colorado Marijuana Laws and Regulations. Participates in comprehensive compliance inspections to ensure licensees, patrons, premises, records and devices are within approved minimum guidelines. Plans, coordinates, and executes complex investigations into alleged violations of Colorado Marijuana Laws and Regulations. Conducts routine inspections of licensed businesses to observe licensee compliance and records observations. Documents and communicates concerns regarding potential non‑compliance with internal and external stakeholders. Responds to complaints, gathers evidence, and initiates recommendations for disciplinary action. Interprets and applies the Colorado Marijuana Rules and Regulations. Documents investigations in written reports for presentation to the Division and the State Licensing Authority. Testifies at administrative hearings based on investigative findings.

ADDITIONAL RESPONSIBILITIES

Provides training and delivers presentations to the marijuana industry, outside law enforcement agencies and the public. Responds to written and verbal inquiries concerning marijuana laws, regulations and licensing. Remains current on Marijuana Laws and Regulations as well as pertinent criminal and civil statutory and case law. Maintains proficiency and qualification with firearms and other defensive tactics equipment assigned. Residency Requirement This posting is only open to residents of the State of Colorado at the time of submitting your application. Minimum Qualifications - Experience Only Six (6) years of full‑time professional investigative experience in a regulatory environment. Current valid Colorado P.O.S.T. certification. Minimum Qualifications - Education and Experience Bachelor's degree in accounting, business administration, public administration, criminology, criminal justice, criminalistics, political science, police science, law, psychology, sociology or a closely related field. Two (2) years of full‑time professional investigative experience in a regulatory environment. Current valid Colorado P.O.S.T. certification. Necessary Special Requirements Must possess a valid driver's license. Must possess current, active Colorado P.O.S.T. certification. Necessary Qualifications Successfully pass a background investigation and a tax check prior to appointment. Maintain a valid Colorado driver’s license. Pass a pre‑employment background check. Pass a pre‑employment physical and psychological evaluation. Be willing to work nights, rotating shifts, weekends, holidays, and maintain on‑call status while off duty. Maintain proficiency and qualification with firearms and other defensive equipment as required by Colorado P.O.S.T. Attend all DOR compliance training modules. Certify and maintain arrest control techniques certification. Be willing and able to perform heavy lifting of up to 100 pounds. Preferred Qualifications Knowledge of Colorado rules and regulations related to Marijuana Enforcement. Demonstrated oral and written communication skills. Experience conducting complex criminal or administrative investigations in a regulated environment. Problem‑solving and troubleshooting skills. Ability to plan and organize. Ability to complete reports accurately and concisely. Experience using databases to gather information and inform investigations. Experience conducting site visits of regulated businesses to evaluate compliance.
