Program Integrity Analyst - HCV

The Program Integrity Analyst, under direct supervision of the assigned Supervisor or Program Manager, the incumbent performs a variety of professional, technical, analytical, and specialized duties in support of the Agency's program integrity, risk management, and operational oversight functions. The position is responsible for safeguarding the integrity of the Housing Choice Voucher (HCV) Program and other assigned housing programs by identifying and preventing fraud, waste, abuse, and program misuse; conducting investigations and data analysis; monitoring compliance with federal, state, and local regulations; and recommending corrective actions and process improvements. The incumbent collaborates with internal departments and external partners, provides technical guidance on program integrity matters, supports quality assurance and internal control initiatives, and promotes the effective, ethical, and accountable administration of Agency programs. Participate in the development, implementation, and administration of program integrity initiatives, policies, procedures, and operational activities for the Housing Choice Voucher (HCV) Program and other assigned housing programs. Conduct investigations involving allegations of fraud, waste, abuse, program misuse, and regulatory non-compliance; gather, analyze, and document evidence and recommend appropriate corrective actions. Conduct home visits to evaluate and support reasonable accommodation requests in accordance with applicable laws and Agency policies. Review complex participant and owner cases, analyze documentation, and provide recommendations regarding program eligibility, continued assistance, and compliance with applicable regulations. Research, interpret, and apply federal, state, and local laws, HUD regulations, PIH Notices, and Agency policies related to program integrity and housing assistance programs. Analyze operational data, trends, and program activities to identify compliance risks, improper payments, systemic issues, and opportunities for process improvement. Prepare investigative reports, memoranda, case summaries, statistical reports, and recommendations for management. Maintain confidential case files, investigative records, reasonable accommodation documentation, and tracking systems in accordance with Agency policies and applicable privacy laws. Serve as a technical resource to Agency staff regarding program integrity, fraud prevention, reasonable accommodations, and complex program requirements. Coordinate with internal departments, HUD, law enforcement agencies, service providers, and community partners, as appropriate, to support investigations, reasonable accommodation requests, and program administration. Assist in developing and delivering staff training related to program integrity, fraud prevention, reasonable accommodations, and regulatory requirements. Participate in special projects, policy development, quality improvement initiatives, and implementation of new regulations, procedures, and technology solutions. Serve as a liaison to participants, property owners, contractors, public agencies, and community organizations regarding assigned program activities. Establish, maintain, and monitor case management, tracking, and reporting systems to support program oversight and operational effectiveness. Perform other related duties as assigned.
EXPERIENCE AND EDUCATION GUIDELINES
Any combination of experience and education that would be likely to provide the required knowledge and abilities could be qualifying, as determined by the Agency. A typical way to obtain the knowledge and abilities would be: Education Bachelor's degree in Public Administration, Business Administration, Criminal Justice, Finance, Accounting, Housing, Social Sciences, or a related field is preferred. Experience A minimum of three (3) years of progressively responsible professional experience in Housing Choice Voucher (HCV) administration, affordable housing, program integrity, compliance, quality assurance, investigations, auditing, or program analysis involving the interpretation and application of federal, state, and local regulations. Experience conducting investigations, reviewing complex cases, coordinating reasonable accommodation requests, conducting home visits, analyzing data, and developing recommendations for corrective action is highly desirable. Experience with HUD regulations, the Housing Choice Voucher Program, Special Purpose Voucher programs, EIV, Yardi, and other housing management systems is preferred. Licenses and Certificates Must possess and maintain an applicable California Driver License and a driving record acceptable to the Agency's insurance carrier. Physical Abilities and Work Environment Position may require prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily office activities. Drive during inclement weather conditions. The position also requires frequent grasping, repetitive hand movement and coordination in preparing statistical reports and data using a computer keyboard. Additionally, the position requires near and far vision in reading correspondence, statistical data, and using a computer. Acute hearing is required when providing phone and face-to-face client, staff customer service. The need to lift, drag and push files, paper and documents weighing up to 25 pounds also is required.REQUIREMENTS TO PERFORM ESSENTIAL JOB FUNCTIONS
Knowledge of Housing Choice Voucher (HCV) Program regulations, HUD requirements, Agency policies, and Administrative Plan. Federal, state, and local laws governing fair housing, including the Fair Housing Act, Section 504 of the Rehabilitation Act, and the Americans with Disabilities Act (ADA). Program integrity principles, fraud prevention, investigations, risk assessment, and internal controls. Eligibility determination, income verification, occupancy requirements, and Housing Assistance Payment (HAP) regulations. Reasonable accommodation processes, documentation requirements, and interactive review procedures. Research methods, data analysis, report preparation, and case management practices. Microsoft Office Suite, Yardi, Enterprise Income Verification (EIV), and other housing management systems. Ability to Conduct investigations involving allegations of fraud, waste, abuse, and program misuse. Conduct home visits and field verification activities in accordance with Agency policies and applicable regulations. Coordinate and manage the reasonable accommodation process while maintaining compliance with fair housing and disability laws. Analyze complex participant and owner cases, identify issues, and recommend appropriate resolutions. Interpret and apply complex federal, state, and local laws, HUD regulations, and Agency policies. Gather, evaluate, and document evidence; prepare investigative reports, recommendations, and case summaries. Exercise sound judgment, maintain confidentiality, and handle sensitive information with professionalism and discretion. Build effective working relationships with participants, property owners, service providers, community partners, and Agency staff. Communicate effectively, both verbally and in writing, with diverse audiences and explain complex program requirements. Manage multiple priorities, organize work effectively, meet deadlines, and work independently with minimal supervision. Analyze data, identify trends, and recommend process improvements to strengthen program integrity and operational effectiveness. Provide timely, professional, and customer-focused service while balancing program integrity with fair and equitable treatment of participants.
