Program Manager, LAC – International Republican Institute (IRI) Join our team as a Program Manager, LAC at the International Republican Institute (IRI). The International Republican Institute (IRI) advances democracy and freedom by linking people with their governments, supporting responsive politicians, and motivating citizens to engage in the political process. About the Team: Latin America and the Caribbean (LAC) The Latin America and the Caribbean (LAC) Team is dedicated to fostering democratic resilience and responsive governance across the region. We collaborate with local partners to address challenges such as governance, corruption, insecurity, and economic inequality, aiming to empower citizens and strengthen democratic institutions. About the Role The Program Manager (PM) for the LAC region is responsible for the overall oversight and management of grants managed by the LAC Team. This includes proactive engagement with Project Specialists and field‑based implementers, supporting LAC leadership in business development, external engagement, and overall management. The PM plays a key role in proposal development, ensuring alignment with Institute and regional strategies and representing IRI’s advantages. This is a hybrid position located in Washington, DC, anticipated to be in the office three days per week. The duration of this position is contingent upon the availability of funding. Key Responsibilities Monitors, analyzes, and reports on political and related developments in the assigned region. Leads project teams and contributes to the design of new programs. Manages and oversees the work of project teams (Specialists, Associates, others) for regional project implementation. Contributes to the development of comprehensive country strategies and program objectives. Oversees grant oversight of a program portfolio, ensuring programmatic, financial, and compliance requirements are met. Anticipates and troubleshoots project problems, offering creative and immediate solutions for programmatic and financial concerns. Establishes, maintains, and develops productive relationships with stakeholders, consultants, field, and HQ staff. Ensures grants are completed on time, within budget, and in full compliance with funder and IRI policies. Maintains an understanding of funder and IRI policies related to grant compliance, procurement, and oversight and advises staff accordingly. Fully understands assigned grant’s substantive, financial, and compliance requirements. Monitors kick‑off and close‑out processes for all projects to ensure regional equities and planning are considered. Monitors program team budgets and spending, providing guidance and assistance when needed. Supports IRI’s external relations efforts in coordination with Division Leadership. Travels as needed for program oversight and implementation. Performs other duties as assigned. What We’re Looking For Undergraduate degree in political science, international relations, or related field; graduate degree preferred. Minimum five years of professional experience in democratic governance and politics, preferably with political parties, civil society organizations/INGOs, or legislative bodies. Substantive knowledge of the assigned region, including political dynamics, historical and cultural context, and current governance landscape. Strong written and oral communication and presentation skills, including the ability to produce high‑quality reports, proposals, and briefings. Demonstrated management experience, mentoring, supervising, and motivating high performance. Extensive experience with U.S. government‑funded projects and familiarity with U.S. government regulations and processes. Demonstrated financial management experience in developing and administering multiple program budgets. Experience preparing, presenting, and negotiating complex agreements and proposals with bilateral/multilateral agencies and other funder communities. Demonstrated ability to provide training, advisory, or technical support to local or regional partners, with sensitivity to cross‑cultural and power dynamics. Strong team player with the ability to work independently, coordinate multi‑team efforts, and drive toward programmatic goals. Willingness and ability to travel within the region, sometimes on short notice. Fluency in Spanish and English. Iri Total Compensation The anticipated annual compensation range for this position is $80,000 to $90,000 USD. Salary is determined based on a variety of factors, including professional experience, qualifications, education, and internal equity considerations.
