Manager, Outpatient Behavioral Health Program, 40hrs. Days

Position Summary The Outpatient Behavioral Health Program Manager oversees provider staff and activities for the delivery of outpatient behavioral health services. The Program Manager manages and oversees the workflow of the business and clinical management of the service in collaboration with the Medical Director and Director of Emergency Services. The role plays a key part in program development, operational improvement, budgets, and more. The Program Manager also provides supervision of all clinical caregivers and delivers direct clinical services to patients. Compensation & Schedule Exemption Status: Exempt Hiring Range: $78,873.60 - $141,980.80 Schedule Details: Monday through Friday Scheduled Hours: 8:00 am to 4:00 pm Shift: 1 - Day Shift, 8 Hours (United States of America) Hours: 40 per week Cost Center: 24050 - 0602 Emergency Mental Health This position may have a signing bonus available. Responsibilities Supervise the clinical activities of a multidisciplinary outpatient staff and screen all requests for treatment associated with UMass Memorial Health Alliance Outpatient Behavioral Health department. Help develop and operationalize appropriate standards of care in collaboration with the Medical Director and Director of Emergency Services. Develop and monitor individual caregivers’ clinical performance objectives for direct caregiver reports. Complete the hiring process for prospective direct report candidates and monitor caregiver retention, morale, evaluations, and disciplinary actions. Provide coverage of direct patient care and program needs due to staffing absences (vacation, illness, or staffing shortage). Oversee caseload management for the Outpatient Behavioral Health Department, identify needs with the community, and develop and enhance programs and treatment modalities. Develop and monitor reports and data to ensure documentation, billing completion, treatment plan completion, and case closure in a timely manner. Work with the Central Intake Department to ensure efficient scheduling of patient referrals. Ensure that documentation requirements of the service, department, institution, and relevant regulatory bodies are met, upholding regulatory and payer-specific requirements (BSAS, Medicare, Medicaid, TJC, DPH, etc.). Manage the department budget and overall productivity reports to ensure financial goals are met. Supervise programs within the Outpatient Behavioral Health department, including clinical and administrative supervision of direct reports. Comply with established division and program policies, procedures, and objectives. Attend a variety of meetings, conferences, and trainings as required or directed. Demonstrate use of quality improvement in daily operations. Comply with all health and safety regulations and requirements. Qualifications Graduation and training from an accredited graduate program with a current unrestricted licensure by the Massachusetts Board of Registration: MA/MSW, PhD, (LICSW/LMHC/LMFT). Strong patient assessment competence, organizational skills, and ability to provide education and review of documentation. Minimum 2 years of previous management experience. Minimum of 2 years of experience working with mental health/substance abuse disorder settings. Excellent interpersonal and communication skills to provide effective participative leadership and interact with patients, families, physicians, and other visitors and staff. Strong analytical skills and knowledge of healthcare accounting techniques, cost/benefit comparisons, and budgetary analysis. An equivalent combination of education and experience that provides proficiency may be substituted for the above requirements. Physical Demands & Environmental Conditions Work is considered sedentary. The position requires work indoors in a patient care environment. Addendum Provide as-needed support and direction regarding issues with patient evaluation or placement.
