Brief Job Description:

Performs highly advanced administrative, supervisory, consultative, analytical, quality assurance, compliance, project management, and program coordination work in support of Asset Management Office leadership and statewide asset management operations. Work involves assisting with program supervision, project planning and oversight, operational coordination, performance monitoring, compliance activities, reporting, risk identification, process improvement, and evaluation of program results.

Provides coordinated support for AMO activities involving asset management operations, inventory accountability, reporting, reconciliation, financial asset activities, compliance monitoring, systems coordination, policy support, training, quality assurance, and process improvement.

Works with AMO leadership to support program goals, priorities, plans, schedules, performance standards, and measures of success. Monitors projects and program activities to identify issues, risks, resource needs, and performance trends. Prepares reports, summaries, and recommendations to support management and executive decision-making.

May supervise assigned personnel and coordinate work performed across AMO functional areas. Provides direction, technical assistance, and operational support to staff and stakeholders, as assigned. Promotes coordination, consistency, and compliance with applicable policies, procedures, internal controls, and property management requirements. Serves as a liaison with agency leadership, program areas, operational staff, auditors, contractors, and other stakeholders on asset management initiatives, compliance activities, corrective action efforts, inventory-related activities, and special projects.

Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs):

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Support to AMO Directors, Program Supervision, and Operational Coordination.

Supports AMO leadership in coordinating program operations, setting priorities, monitoring assigned work, communicating expectations, and addressing operational needs. Provides guidance, status information, and recommendations to support and promote consistent program performance, accountability, and compliance alignment with agency requirements. (20%)

Quality Assurance, Compliance Management, and Corrective Action Oversight

Oversees quality assurance, compliance, monitoring, and corrective action for AMO operations. Reviews program activities, identifies risks and process concerns, recommends improvements, and supports audit readiness through consistent monitoring, documentation, and follow-up. (20%)

Project Planning, Oversight, and Special Projects

Plans, coordinates, and monitors AMO projects and special initiatives. Establishes objectives, tracks milestones and deliverables, coordinates stakeholder participation, identifies risks or barriers, and provides recommendations and status updates to support timely completion and effective outcomes. (20%)

Metrics, Program Performance, Data Management, and Executive Reporting

Develops, analyzes, and reports program metrics, workload information, project status, compliance results, and operational trends. Prepares clear reports, dashboards, summaries, and recommendations to help AMO leadership and executive leadership evaluate performance, address risks, allocate resources, and improve program outcomes. (20%)

Statewide Inventory, Accountability, Policy, Training, and Technical Leadership

Supports inventory, asset accountability, policy, training, and technical guidance activities. Coordinates planning, reconciliation, verification, documentation, and compliance support while assisting with developing procedures, guidance, and training that promote consistent asset management practices. (10%)

Staff Supervision, Workforce Coordination, and Stakeholder Leadership

May supervise assigned will staff and coordinate workforce activities supporting AMO program projects, and priorities. Plans and assigns work, communicates expectations, monitors results, supports staff, employee development, and promotes collaboration across AMO functional areas and stakeholders. Other Duties as assigned and may work to ensure business continuity during disasters. (10%)

  • Communicating complex information to directors, executive leadership, managers, staff, and stakeholders.
  • Using spreadsheets, databases, reporting applications, project-tracking tools, and automated asset-management systems.

  • Provide objective, timely, and action-oriented information to AMO directors and executive leadership.
  • Coordinate assignments across AMO functional areas and organizational boundaries.
  • Interpret and apply laws, rules, policies, procedures, and property-management requirements.
  • Evaluate program effectiveness and recommend corrective or improvement actions.
  • Exercise sound judgment and make decisions within delegated authority.
  • Recognize matters requiring director or executive leadership attention.
  • Assign and supervise the work of others.

Initial Screening Criteria:

  • Experience in asset management, auditing, compliance, quality assurance, program management, project management, operations management, financial management, organizational analysis, business process improvement, or related fields.
  • At least two years of experience leading projects, teams, workgroups, or program activities.

Preferred Qualifications:

  • Graduation from an accredited four-year college or university.
  • Experience administering statewide compliance or quality assurance programs.
  • Experience with asset management, inventory management, or state property accounting.
  • Experience managing complex projects.
  • Experience developing policies and procedures.
  • Experience supporting internal or external audits.
  • Experience with CAPPS, HHSAS, SPA, Power BI, or similar systems.
  • Certification in project management, quality management, auditing, Lean, Six Sigma, or related disciplines.

Additional Information:

  • Some travel and flexibility in hours may be required, including occasional extended hours.
  • This position is located in Austin, TX. Telework is subject to change based on business needs and management directives. When telework is allowed, it requires reliable personal internet and a workspace that supports the protection of confidential information.
  • Work is performed in office, warehouse, storage, receiving, surplus, and other agency environments. The position requires extensive computer use and may require prolonged sitting, standing, walking, bending, reaching, lifting, pushing, pulling (up to 50lbs), and movement through areas containing stored property.
  • The position may conduct or observe physical inventories; examine furniture, equipment, technology, and other assets; verify or apply asset tags; and access property located in offices, warehouses, storage areas, and other operational locations.
  • Statewide travel, including overnight travel, may be required up to 35% to conduct inventories, project reviews, compliance assessments, operational evaluations, training, meetings, site visits to regional offices, warehouses, State Supported Living Centers, State Hospitals, and other HHSC/DSHS facilities, or special assignments. Work may occasionally require irregular hours to meet inventory, reporting, reconciliation, project, system implementation, compliance, audit readiness, corrective action, or executive leadership deadlines.
  • Employment offers depend on available budgeted funds. Salary will be set per budget limits, HHSC starting salary guidelines, and within the posted range.
