Brief Job Description:

Performs advanced consultative, technical, analytical, training, project management, and coordination work in support of state office asset management operations for the Strategic Operations Asset Management Office (AMO) reporting the AMO Director. The position serves as a senior subject matter expert responsible for planning, coordinating, conducting, and evaluating asset management activities involving acquisitions, inventory management, physical inventories, asset accountability, reconciliation, property reporting, disposal activities, compliance monitoring, training, and program improvement initiatives.

Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Serves as a liaison between agency program areas, regional offices, financial management functions, warehouse and disposal operations, and executive leadership to ensure compliance with state property accounting requirements, HHSC policies, annual inventory certification requirements, reporting obligations, and agency asset management standards.

Provides advanced technical assistance and consultation regarding asset lifecycle management, inventory requirements, financial reconciliation activities, regulatory compliance, and state office operational improvement. Leads and supports complex projects, coordinates state office initiatives, develops management reports and executive summaries, and recommends actions that improve operational effectiveness, customer service, accountability, and compliance.

Essential Job Functions (EJFs):

State office Asset Management Operations, Reporting and Reconciliation

Coordinates and oversees state office asset management operations involving acquisitions, transfers, inventory accountability, reconciliation, reporting, and disposal activities. Reviews complex asset transactions, monitors asset records, and provides technical guidance to agency staff regarding asset lifecycle management requirements.

Coordinates asset reconciliations involving financial systems, inventory records, and state property accounting data. Researches and resolves inventory discrepancies, property accountability issues, asset location concerns, and reconciliation exceptions. Analyzes inventory trends and prepares reports, dashboards, and recommendations for management review.

Maintains supporting documentation related to inventory certifications, reconciliations, adjustments, and asset accountability. Coordinates reporting activities between State Office, regional offices, warehouses, financial staff, and program areas. (25%)

State office Inventory Management and Physical Inventory Coordination

Plans, coordinates, conducts, and evaluates annual state office physical inventory activities, inventory verification programs, spot checks, reconciliation efforts, asset verification reviews, and compliance assessments for agency-owned assets. Develops inventory schedules, procedures, and training materials to ensure consistency and compliance across all state office locations. Conducts research and analysis of inventory discrepancies and coordinates corrective action plans with state office program areas, regional offices, and financial staff.

Performs and oversees asset tagging activities, updates inventory records, validates inventory certification documentation, and ensures asset accountability requirements are met. Coordinates issue resolution among regional staff, state office program areas, financial offices, and various levels of program leadership. (25%)

Program Analysis, Executive Reporting and Performance Improvement

Performs advanced analysis of inventory data, financial records, reconciliation activities, asset trends, compliance risks, and state office program asset management performance measures. Develops management reports, presentations, and data-driven recommendations asset management issues, improvement needs in support of business operations, and decision making. Implement business process improvement initiatives, be the subject matter expert in cross-functional workgroups, and operational reviews designed to strengthen inventory controls, customer service, accountability, and compliance. (20%)

Policy, Procedure, Training and Communications

Develops, revises, and maintains asset management policies, procedures, desk guides, forms, reference materials, training curricula, and state office communication materials. Creates training materials and delivers virtual and in-person training to agency staff, inventory coordinators, Regional Asset Management Coordinators, and leadership.

Develops process documentation and job aids supporting asset lifecycle activities. Researches state property requirements, agency policies, audit recommendations, and best practices and recommends process improvements. Prepares presentations, reports, correspondence, and briefing materials. (20%)

Warehouse, Disposal and Special Project Support

Supports warehouse and surplus property operations. Assists with project planning and execution related to inventory, disposal, asset tracking, warehouse operations, lifecycle management, and process improvements. Coordinates activities with internal and external stakeholders regarding surplus property, warehouse operations, property transfers, and asset disposition. Supports implementation of special projects assigned by the Asset Management Director. (15%)

Audit, Compliance and Other Duties

Support AMO program supervisor with state office audit responses, corrective action plans, conduct statewide inventory asset management reviews, and compliance monitoring activities. Researches statutes, rules, agency policies, audit findings, and operational requirements affecting asset management.

Performs other duties as assigned to support agency operations. May participate in emergency preparedness, continuity of operations (COOP), and disaster response and recovery activities as assigned to support continuation of essential business functions. (10%)

Initial Screening Criteria:

Experience in asset management, inventory management, property accounting, financial reconciliation, program administration, operations management, auditing, compliance, project coordination, business analysis, logistics, or related field.

Experience coordinating projects, conducting inventories, analyzing data, interpreting policies and procedures, and utilizing automated financial, inventory, or asset management systems.

Preferred:

• Graduation from an accredited four-year college or university.
• Experience with state property accounting requirements.
• Experience utilizing CAPPS, HHSAS, SPA, Power BI, or inventory systems.
• Experience conducting inventory certifications or reconciliations.
• Experience delivering training and developing procedures.
• Experience supporting state office operations.
• Experience working in warehouse, surplus, logistics, or asset management environments.

• Some travel and flexibility in hours may be required, including occasional extended hours.

• Employment offers depend on available budgeted funds. Salary will be set per budget limits, HHSC starting salary guidelines, and within the posted range.

• Work is performed in office, warehouse, storage, receiving, surplus, and other agency environments. The position requires extensive computer use and may require prolonged sitting, standing, walking, bending, reaching, lifting, pushing, pulling (up to 50lbs), and movement through areas containing stored property.
• The position may conduct or observe physical inventories; examine furniture, equipment, technology, and other assets; verify or apply asset tags; and access property located in offices, warehouses, storage areas, and other operational locations.
• Statewide travel, including overnight travel, may be required up to 35% to conduct inventories, project reviews, compliance assessments, operational evaluations, training, meetings, site visits to regional offices, warehouses, State Supported Living Centers, State Hospitals, and other HHSC/DSHS facilities, or special assignments. Work may occasionally require irregular hours to meet inventory, reporting, reconciliation, project, system implementation, compliance, audit readiness, corrective action, or executive leadership deadlines.
