Human Resources Generalist - Recruiting

Human Resources Generalist (Recruiting) is responsible for planning, coordinating, and executing comprehensive recruitment and onboarding activities to meet the County’s staffing needs. The role supports hiring managers throughout the full hiring cycle, ensures compliance with applicable laws and policies, maintains recruitment systems and documentation. More information can be found on the Federal Student Aid Website: Public Service Loan Forgiveness | Federal Student Aid Full-Cycle Recruiting & Selection Full-time, in-person position based in Lecanto, FL, scheduled hours are Monday - Friday, 8:00 AM to 5:00 PM. Manage all aspects of the full-cycle recruitment process and serve as a consultant to hiring managers on recruitment strategies, applicant processing, and candidate selection. Partner with hiring managers to develop interview questions. Screen and evaluate applicants. Conduct phone screens and participate in interview panels; provide recommendations for hire or non-selection and ensure required approvals are obtained. Ensure all applicants are properly notified of non-selection once a final candidate has been chosen. Collect and maintain interview documentation, including interview questions and notes, to ensure compliance with record retention and Veterans’ Preference requirements. Maintain and updates job descriptions, collaborating with department and division leadership to ensure accuracy and alignment with current job duties. Stay abreast of current and emerging recruitment technologies and implement best practices to improve hiring outcomes. Onboarding & Pre-Employment Processing Coordinate the offer and pre-employment process, including preparation of offer letters, initiation of background and reference checks, and scheduling of post-offer physical and drug screening. Perform onboarding functions, including scheduling start dates, preparing departments and new hires for first day activities, assigning onboarding documents, updating system statuses, and assigning required training. Systems Administration & Reporting Maintain applicant tracking system. Develop and deliver training manuals and provide onboarding and refresher training for system users. Ensure accuracy of recruitment statistics and prepare monthly and annual recruitment KPI reports. Outreach & Community Partnerships Organize and attend job fairs and recruitment events; oversee management of recruitment promotional materials. Cultivate and nurture our relationships with CareerSource and local educational institutions. Backup & Administrative Support Serve as backup for, receiving, processing, and tracking volunteer applications. Serve as back up for performing data entry into payroll system and processing I-9s and E-Verify for all new hires. Perform other duties as required. Education, Training, and Experience High School Diploma/GED equivalent, Bachelor’s degree preferred. Five (5) years of progressive and relevant experience HR/recruiting/talent acquisition directly related to the duties specified or relevant field. Skills and Abilities Excellent customer service skills, communication skills and strong attention to detail required. Must have strong organizational skills to plan, prioritize, multi-task and independently execute projects/tasks within specific deadlines while maintaining flexibility. Requires ability to maintain courteous and effective relations with County staff, elected officials, community interest groups and the public. Must have strong working knowledge of computers and be proficient in the use of Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.). Licenses and Certificates Valid Florida Driver License (or must obtain within 30 days of establishing residency in Florida), or valid Florida Identification Card is acceptable only for positions not required to drive a county vehicle. Professional in Human Resources (PHR), SHRM Certified Professional (SHRM-CP) or similar human resources professional certification preferred. Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses: IS-100.c: Introduction to the Incident Command System (ICS); and IS-700.b: An Introduction to the National Incident Management System Physical Requirements/Work Environment Requires sitting most of the day. The job involves frequent lifting and carrying up to 10 pounds, and occasionally up to 20 pounds. The job requires occasional bending, squatting, balancing, and reaching above shoulders. The job requires the completion of tasks that involve typing, simple grasping, pushing, and pulling. The job requires normal visual acuity and field of vision, depth perception and color vision, hearing, and speaking. Emergency Response/Recovery Activities All employees will be required to work before, during, or after an emergency.
