Director / Manager Tariffs and Regulatory Affairs

What We Are Looking For Primary Purpose: To work with all Kinder Morgan products pipeline regulated assets (Calnev, Double Eagle, Hiland Crude (gathering), KM Crude and Condensate (KMCC), Products (SE) Pipe Line (PPL), Central Florida Pipeline (CFPL), and SFPP) plus Wink (CO2 group) in matters regarding Federal Energy Regulatory Commission (FERC) and state liquids pipeline regulations, in order to create and maintain tariff documents, set rates, adjust and defend rates (including the collection and organizing of pipeline volume and rate base data), and create and maintain tariff rules. To perform or coordinate economic and regulatory studies for existing Kinder Morgan assets, acquisitions, project development, and new construction. To advise KM business developers on tariff strategies to minimize regulatory risks and maximize profitability. What You Will Do Essential Duties and Responsibilities: Prepare, review, and/or analyze tariffs, financial data, volume data, and reports on assets. Maintain tariff and subscriber databases for tariff filing and historical purposes. Maintain an annual regulatory calendar with all required filing dates and significant events. Interact with in-house and outside legal counsel on regulatory matters; gather and supply requested information and data proactively and in a timely manner. Prepare or coordinate and support cost-of-service and other studies as requested. Assist with rate filings, by gathering required data from appropriate resources. Assist with interpretation of and compliance with FERC and state regulations applicable to products pipeline tariffs. Prepare filings and updates for various regulatory rate surcharges. Prepare miscellaneous filings with state regulators as required from time to time (for example, the Railroad Commission of Texas T-4s, P-5s). In conjunction with Accounting representatives, conduct training on Carrier/Noncarrier coding and FERC compliance. Consistently maintain and demonstrate a high regard for personal safety, for the safety of company assets, employees, and the general public, and to consistently comply with the Products Pipelines Compliance Program. *Job level will commensurate with experience and knowledge. What You Need Education Bachelors degree in Business, Economics, Engineering, Accounting or related discipline, or equivalent professional experience (for example, a law degree). Experience / Specific Knowledge A minimum of five years’ experience in FERC liquids pipeline regulation. Familiarity with FERC regulations governing liquids pipelines. Must have above average skills in Excel, Access, Word and PowerPoint software. Must possess strong business writing skills. Must have an attention to detail. Candidate must be able to interface effectively with regulatory commissions/boards, internal customers, and outside legal counsel. Certification, Licenses, Registrations Must have and maintain a valid driver's license, satisfactory to the company and its insurers. If the employee is subject to license or certification requirements or training as stipulated by local, state or federal agencies or the Company, now or in the future, compliance is required. The successful candidate will be required to clear a drug screen and a complete background check, after an offer has been extended and prior to being employed. Job level commensurate with experience and skill sets Competencies, Skills, and Abilities Proficiency with computer applications, including Microsoft Excel, Access, Word, PowerPoint, and Outlook. Well-balanced interpersonal skills and strong spoken and written communications skills are required. Must be accountable and take direction from Managers; keep required work schedules, which include regular and predictable job attendance; focus attention on details; follow work rules. Organizational skills and the ability to prioritize tasks are essential. Must be a problem-solver with the ability to find resolutions. Must be self-motivated and capable of working with minimal supervision and/or direction. Must be flexible and able to work effectively in a team environment and consistently maintain a professional and respectful demeanor/attitude with co-workers, clients, customers, and regulatory agencies. Possess a conversational knowledge of the oil industry, including upstream and downstream operations. Required Skills Learning Ability: Able to quickly learn and understand esoteric principles; able to relate interdisciplinary principles and apply them to pipeline economic regulation. Analysis: Identify problems and/or cause-effect relationships; identify key issues; secure relevant information from all appropriate sources; identify possible root causes of problems and develop and implement corrective actions for resolution of problems. Sound Judgment: Make decisions and/or take action based on logical assumptions derived from factual information gathered; seek out information from established policies and procedures and/or knowledge experts; seek input from others. Mathematics: Apply good math skills for calculating and conversion work. Planning and Organization: Establish a course of action for self and/or others to accomplish specific goals; plan and prioritize proper assignments of personnel and/or appropriate allocation of resources. Effective and Professional Communication: Establish and maintain effective working relationships with all levels of management, employees, customers, vendors, and outside regulatory agencies at the local, state and federal level; clearly and effectively communicate both orally and in writing, using good grammatical form, on general issues, as well as on technical issues pertaining to area of responsibility. Teamwork/Cooperation: Works effectively with team/work group, as well as with other departments and/or outside contractors/agencies to accomplish organizational goals; takes action that respect the needs and contributions of others; takes responsibility for actively participating and contributing to team efforts; supports a team consensus or decision; acts as team facilitator when appropriate, promotes team concepts. Integrity: Maintaining and promoting social, ethical and organizational values when conducting internal and external activities. Initiative: Actively attempts to influence events to achieve goals; does not wait to be told, but is a self-starter who takes action to achieve goals beyond what is required. Physical Demands Position may require prolonged periods of sitting in order to accomplish administrative duties (reading/reviewing documents, writing, typing and/or operating a computer, using the telephones, etc.) The employee may occasionally lift and/or move up to 15 pounds. The nature of the work requires a significant amount of visual acuity for reading, in order to review documents, proofread work, create documents, as well as the review, editing and creation of documents on the computer. Working Conditions This position has a high degree technical nature and contact with a wide range of governmental agencies at the state and federal level. Overtime required and extended work hours in cases of deadlines and/or emergencies. Routinely required to work alone (unsupervised). Approximately 10% travel required, including day trips and overnight stays for several days. Must be willing and able to travel, as needed. Approximately 75% of work day will require sitting for required computer work. Majority of the work will be conducted from an office environment. Extended periods of sitting may be required for administrative activities.
