Job Title: Right of Way Agent

Job Description

The Right of Way Agent supports critical utility infrastructure projects by securing the property rights needed for the construction, reconstruction, relocation, and improvement of electrical, pipeline, and communication facilities. This role works directly with property owners and key stakeholders to negotiate easements and property agreements that keep engineering and construction projects on schedule. The Right of Way Agent conducts ownership research, prepares and processes legal documents, manages easement acquisition, and maintains detailed project records while serving as the primary liaison between property owners and utility project teams throughout the acquisition process.

Responsibilities

• Secure property rights required for utility construction, relocations, upgrades, and maintenance, including negotiating easements, temporary workspaces, and access agreements with property owners.
• Serve as the primary liaison between property owners and utility project teams throughout the acquisition process, ensuring clear, consistent, and professional communication.
• Conduct property ownership and title research using courthouse records, tax maps, public records, field investigations, deeds, plats, and surveys to accurately determine ownership and property interests.
• Prepare, review, track, notarize, record, and e-file easement and right of way documents while maintaining accurate and detailed project records.
• Support engineering and construction teams by aligning easement acquisition timelines with project schedules and helping to keep projects on track.
• Use GIS tools, mapping software, and Google Earth to identify property boundaries and support right of way acquisition activities.
• Review and interpret utility engineering drawings and design changes to understand how they impact property rights and easement needs.
• Maintain organized documentation of negotiations, agreements, correspondence, and status updates for each assigned property and project.
• Collaborate with homeowners, businesses, attorneys, engineers, contractors, developers, and utility representatives to resolve issues and move agreements toward execution.
• Manage an independent schedule while coordinating closely with multiple teams to meet deadlines in a fast-paced project environment.
• Travel frequently within the assigned territory, including up to 70% local travel during peak project periods, to meet with property owners and stakeholders in the field.

Essential Skills

• 1–3 years of experience in right of way, title research, real estate, or a related field.
• Title research experience with the ability to determine property ownership through courthouse records, tax maps, public records, field investigations, deeds, plats, and surveys.
• Experience or exposure to right of way negotiations, including securing easements, temporary workspaces, and access agreements.
• Strong communication and interpersonal skills to build relationships with property owners and diverse stakeholders.
• Excellent organizational and documentation abilities, including maintaining detailed and accurate project records.
• Proficiency with Microsoft Word, Excel, and SharePoint.
• Ability to work both independently and collaboratively within project teams.
• Familiarity with GIS tools and Google Earth for mapping and property boundary identification.
• Valid driver’s license and ability to travel up to 70% during busy project periods.

Additional Skills & Qualifications

• Experience within the electric utility industry, particularly involving distribution systems and utility construction, is preferred.
• Understanding of electric utility construction, utility design changes, and construction schedules is highly beneficial.
• Virginia Notary Public certification or the ability to obtain one.
• North Carolina Notary Public certification is a plus but not required.
• Interest in or exposure to disciplines such as real estate, utilities, engineering, construction, project management, and land acquisition.
• Demonstrated ability to manage multiple projects simultaneously while meeting deadlines in a fast-paced environment.

Work Environment

The role combines field and office work, offering a mix of on-site property visits and desk-based research and documentation. The Right of Way Agent frequently interacts with property owners, contractors, engineers, attorneys, developers, and utility stakeholders, creating a highly relationship-driven environment. The position supports fast-paced engineering and construction projects, requiring responsiveness to changing priorities and schedules. Significant local travel is expected, with up to 70% travel during peak project periods. The role provides a high level of ownership over assigned territories and projects, allowing the Right of Way Agent to manage their schedule independently while coordinating closely with multiple teams to meet project deadlines.

This is a Contract to Hire position based out of Richmond, VA.

The pay range for this position is $30.00 - $30.00/hr.

Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
