No Department Specific Needs: Job Description BASIC FUNCTION Responsible for the planning, evaluation, development, and implementation of all activities associated with the District-wide Sustainability and Climate Action Plan and initiatives throughout the District. SUPERVISION RECEIVED AND EXERCISED Receives direction from assigned area manager. Provides supervision and/ordirection to assigned District personnel, contractors, and temporary staff. CLASS CHARACTERISTICS This classification is responsible for independently providing oversightand coordination of sustainability and energy conservationinitiatives and focus in capital planning, maintenance, and repairwork across the District. Incumbents regularly work witharchitects, planners, contractors, and assorted constructionprofessionals while ensuring adherence to best practices and legalrequirements of sustainability and climate action-relatedconstruction and repair/maintenance initiatives. Assignments aregiven based on current projects, and work is typically reviewed ator near project milestones in conjunction with other relevantproject requirements. Education and Experience: A bachelor'sdegree in mechanical or electrical engineering, computer science,sustainability planning, energy management, architecture,construction, business administration, or a related field, andthree (3) years directly related experience in all aspects ofsustainability program development and management., climate actionplanning, energy management, energy efficiency projectimplementation, Green House Gas emissions analysis, wastediversion, water conservation, and/or alternative transportation;or an equivalent combination of education, training, and/orexperience. A master'sdegree in the fields stated above and registration as a licensedengineer or architect in the State of California is highly desired.Certifications such as LEED, Certified Educational FacilitiesProfessional (CEFP), Certified Energy Manager (CEM), and/orCertified Commissioning Professional (CCP) are preferred.Experience with educational institutions, including communitycollege or school district programs, and/or processes, such asFUSION or Department of the State Architect (DSA) approvals, andschool district, community college, or public works planning,design, and construction is preferred. Knowledge of: Theprinciples of environmental and sustainability initiativesnecessary to reduce the institution's carbon footprint and advancetoward carbon neutrality, including energy conservation practices,lighting and HVAC systems, alternative energy sources, andrenewable energy technologies. Relevantlocal, state, and federal rules, regulations, and codes related toenergy conservation, climate action, sustainability, andenvironmental management. Sustainability leadership, change management practices, methods,and competencies. CaliforniaCommunity Colleges Capital Outlay and Deferred MaintenancePrograms. Projectbudget preparation and job cost accounting, including utilityeconomics, analytical techniques for economic analysis, energyauditing and management, and energy-related equipment, products,and services. Generallyaccepted architectural, engineering, planning, and constructionprinciples and practices as they relate to public works andcommunity colleges, institutions of higher education, andschools. Methodsfor purchasing and contract administration in a community collegeenvironment. Buildingoperations, technologies, methods, and practices for equipment andsupplies used in facility maintenance and construction, includingapplicable building and safety regulations. Institutional planning, design, and construction methodologies andprocesses for capital projects, including technical aspects. Ability to: Exerciseindependent judgment based on a working knowledge of architecturaland construction industry and sustainability practices. Organizeand prioritize workload to set aggressive commitments and toachieve objectives and schedules deadlines. Negotiateand exchange ideas, information, and opinions with others todevelop solutions. Compileand interpret statistical and visual analyses, and prepare reportsand presentation materials. Demonstrate leadership in project development and management. Demonstrate sound judgment and sensitivity to issues of policy andprocess. Identifyproblems, develop alternative solutions, make decisions, andachieve consensus on a course of action in a complex andmulti-disciplinary environment. Interpretlegal, technical, energy codes, and construction documents. Communicate technical concepts and analysis clearly and effectivelyand to represent the District in a professional manner toconstituents, community members, and individuals involved in theplanning, design, and construction of projects. Maintainan understanding of current ideas, research, and practices relatedto the position, through continued study and/or participation inprofessional organizations. Demonstrate clear evidence of sensitivity and understanding of thediverse academic, socio-economic, disability, and ethnicbackgrounds of students, staff, and the community. Provideefficient, high-level customer service to the public, vendors,contractors, and District personnel. Licenses and Certifications: A validdriver's license and proof of insurability may be required to drivea District or personal vehicle. PHYSICAL DEMANDS Must possessmobility to work in a standard office setting and use standardoffice equipment, including a computer; vision to read printedmaterials and a computer screen; and hearing and speech tocommunicate in person and over the telephone. This classificationprimarily works in an office and standing in and walking betweenwork areas is occasionally required. Finger dexterity is needed toaccess, enter, and retrieve data using a computer keyboard orcalculator and to operate standard office equipment. Employees inthis classification occasionally bend, stoop, kneel, reach, push,and pull drawers open and closed to retrieve and file information.Additionally, travel in the completion of job duties and statewidefunctions is required, up to 50% of the time. Employees mustpossess the ability to lift, carry, push, and/or pull materials andobjects up to 20 pounds. The essentialfunctions of this classification must be performed by theincumbents with or without reasonable accommodations. ENVIRONMENTALCONDITIONS Employeeswork in an office environment with moderate noise levels,controlled temperature conditions, with no direct exposure tohazardous physical or chemical substances. Employees may interactwith upset individuals in interpreting and enforcing departmentalpolicies and procedures. EXAMPLES OF TYPICAL JOB FUNCTIONS Responsible for integrating District-wide sustainabilityinitiatives, climate action strategies, and energy conservationprojects into campus infrastructure, capital outlay, maintenanceand operational project development and implementation. Collaborates and consults with District consultants and collegedepartments to develop and maintain the District's standards andowner program requirements ensuring the achievement of the Districtsustainability plan's goals and objectives. Worksclosely with District and colleges departments to identify andsecure funding opportunities for sustainability and climate actiongrants, rebates, and incentives; and manages and administers theseprograms. Consults,recommends, and implements modifications to District sustainabilityand environmental policies and procedures based on relevant andevolving legislative policies, prevailing codes, feasibilitystudies, industry best practices, and cost-effectivenessmethodologies. Overseesand documents full life-cycle cost analyses and total cost ofownership (TCO) for the District's Sustainability and ClimateAction Plans (S-CAP), including District-wide decarbonizationefforts, energy efficiency projects, water conservationinitiatives, waste reduction programs, alternative transportationstrategies, and other sustainability-related efforts. Develops,summarizes, monitors, and presents activities, metrics, andprogress towards implementation goals for the District'sSustainability and Climate Action Plan for all campuses and sites,including annual utility budgets, energy consumption tracking, andgreenhouse gas reduction measures. Preparesstrategic plans for sustainability practices across the District,fostering collaboration among campuses, sites, and the localcommunity, and building partnerships with faculty, students, staff,and community organizations focused on sustainability andenvironmental justice. Developsand administers project planning proposals and policies forsustainability initiatives; prepares supporting documentation; andpresents, promotes, and advocates for District policies andproposals before local, state, and federal agencies. Oversees,supports, and monitors District project-specific and campus-widerequirements to obtain California Environmental Quality Act (CEQA)clearance for Board-approved projects and sites. Coordinates and manages educational tours showcasing sustainabilityfeatures and implementations, including Leadership in Energy andEnvironmental Design (LEED)-certified and Zero Net Energybuildings, drought-tolerant landscaping, waste management andrecycling facilities, resiliency centers, and othersustainability-related practices. Promotesand conducts sustainability and climate action events andactivities across the District and colleges, and collaborates withdepartments to identify opportunities for awards and recognition insustainability. Collaborates with higher education institutions, foundations, andorganizations, and participates in technical training andeducational programs to integrate workforce development strategies,supporting District sustainability initiatives through a skilledand prepared workforce. Responsible for managing the Sustainability Tracking, Assessment,and Rating System (STARS), developed by the Association for theAdvancement of Sustainability in Higher Education (AASHE), tomeasure sustainability performance and evaluate overall campussustainability, while ensuring compliance with all CaliforniaCommunity Colleges Board of Governors' policies and applicablefederal, state, and local requirements. Performsother related duties as assigned, specific duties not listed does not exclude them for this classification if the work is similar orrelated. CONDITIONS OF EMPLOYMENT: This is aClassified Management position with vacation, 22 days annually; andpaid accruable sick leave, 12 days annually. A pro-rata reductionwill be made for employees working less than full-time and lessthan 12 months. The worklocation and assignment within a job classification is determinedby the District and may be subject to change.
