Financial Analyst

Under the supervision of the Senior Management Analyst, the Financial Analyst performs independent work researching, gathering, and analyzing data, conducting analysis and data visualization, evaluates programs, performs process improvement, and performs budgetary assistance including presentation preparation, budget to actual analysis, and other duties as assigned. The successful candidate will possess problem-solving, interpersonal, and communication skills as well as operational, analysis, and project management experience.

Primary Essential Work Functions:

• Assists in the citywide budgeting process, contributing to the development and coordination of financial plans.
• Assists in the financial management of ongoing City Projects.
• Develops a working understanding of the City's financial and budgetary operations to support the integration of strategic planning, asset management, and key performance indicators (KPIs) into the budgeting process.
• Provides analytical support and facilitation in response to ad hoc requests.
• Supports operational improvement efforts by researching, developing, tracking, and reporting on Key Performance Indicators (KPIs).
• Assists in the development and maintenance of a citywide asset management program.
• Conducts research, policy analysis, and data analysis on citywide initiatives and department- or division-specific issues.
• Performs program evaluations, including cost-benefit and process improvement analyses, to inform decision-making.
• Prepares and reviews reports that present findings and recommend solutions or alternative courses of action.
• Develops and delivers written reports and presentations summarizing analysis, findings, and recommended strategies.
• Executes cross-functional projects by defining scope, developing work plans, coordinating efforts, and consulting on processes and outcomes.
• Serves as a liaison with internal departments, divisions, and external partners, as appropriate.
• Identifies and engages stakeholders, encouraging participation in project planning and implementation.
• Responds to requests for information related to projects and initiatives in a timely and professional manner.

Conditions of Employment:

• Must possess a valid driver's license, and be able to drive, in the state of Minnesota.
• Must successfully complete a pre-employment assessment and background examination.
• Must comply with organizational and departmental policies.
• Must comply with data practices policies and standards relative to not public data. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished the not public data must be properly stored according to city policy and the Minnesota Statutes.

Hours of Work:

Regular working hours are typically Monday through Friday, 8:00 a.m. to 4:30 p.m., and outside of regular working hours as necessary.
