Your Specific Responsibilities

Client Administration/Vital Statists are critical services provided by the Martin County Health Department. This position requires a professional demeanor at all times; the ability to work under stress without losing emotional control; a willingness to meet and exceed customer expectations; flexibility in adapting to changes in the workplace; sensitivity to client confidentiality and dealing with clients who are often experiencing extreme positive or negative emotions; and, a commitment to excellence. Employees are cross trained to perform any job function in the division to ensure consistent delivery of outstanding customer service while remaining mindful of and adhering to internal controls to prevent loss of government resources. Employees are expected to perform job duties in accordance with federal and state laws, Administrative Codes, FDOH's and Martin County Health Department's policies and procedures. The incumbent in this position uses their ability to proactively identify and research issues while performing required duties. Communicate both issues and potential resolutions to their supervisor in a timely manner. Ensures that standard operating procedures are in place to provide continuity of services in their absence. Participates in a minimum of one quality improvement initiative per year.

Duties and Responsibilities

Fiscal:

Verifies payer source for services and ensures that services are promptly and correctly entered and attributed to the proper program in Health Management Services (HMS), works with clinic staff to correct data errors. Generates billing reports, counts, and reconciles cash drawers. Systems required to complete duties are HMS, FLMMIS, Change Health Care, Florida Shots, insurer portals such as MCNA, DentaQuest, and Liberty. Assist in Fiscal Dept. as backup in cash handling and reconciliation of funds in Environmental Health.


Vital Statistics:

Assists Administrative Service Manager 1/SES in Vital Statistics with clients request for birth and death records, collects appropriate fees for vital records, responds to customer inquiry, and maintains confidentiality of all vital records transactions.

Client Administration/ Medical Records.

• Providing exceptional customer service to internal and external customers
• Answering and handling telephone calls, transferring calls to appropriate department.
• Scheduling, confirming, cancelling, and rescheduling appointments
• Creating, updating, and maintaining electronic health records in HMS to include demographic and insurance information
• Check in clients in HMS for clinic services
• Verify health insurance eligibility and provide client options based on coverage for receipt of services
• Verify financial eligibility
• Create, verify and update financial, insurance, consent and demographic information and forms as required
• Scan medical documents, client documents or DOH forms
• Performs projects, audits, responding to requests for copies and archiving/retrieving medical records.
• Promptly complete HMS or any other assigned training.
• Maintain confidentiality and follow HIPPA guidelines

Performs purchasing for entire Administrative Services division, ensuring that adequate budget authority is available using FIRS system prior to placing orders and tracking orders until received.

Administrative: Timely entry of EARs and submission of timesheet; maintain inventory of resources needed to successfully meet daily client

demand; participate in staff meetings and training as required. Other duties may be assigned as needed by the Supervisor to maintain efficiency

and effectiveness of Client Administration's support for customer satisfaction.

Other Duties

Performs other related duties as assigned in support of the agency's vision and mission.

Required Knowledge, Skills, and Abilities:

The incumbent uses a personal computer to perform work/word processing tasks. The incumbent must display exceptional customer service and have the ability to communicate effectively and demonstrate a willingness to assist others.

Qualifications:

Minimum:

GED or High School Certification

Valid Florida Driver's License

Requires daily cash handling and cashier experience

Skilled at using a personal computer to accurately input and retrieve information

Have the ability to maintain 100% client confidentiality both on and off the job

Have the ability to be at your workstation on time on a daily basis to processes clients scheduled for services

Must be willing to work before, during and/or beyond your normal work hours in a Special Needs Shelter, Emergency Operations Center, or to perform other emergency duties including, but not limited to, responses involving any disaster or threat of disaster

Willing to physically come into the office daily and perform field work

Authorized to work in the United States without employer sponsorship
