Job Summary & General Information

Under administrative direction of the Benefits, Payroll, Safety & Risk Manager, plans, organizes, coordinates, and implements comprehensive safety and loss control/prevention programs and activities for the City; implements program goals and objectives; evaluates safety training requirements; inspects facilities and equipment for compliance with mandated safety regulations; coordinates the administration of Workers’ Compensation programs; performs a variety of administrative tasks in support of assigned area of responsibility; and exercises sound judgment and decision making in the course of duties performed.

Essential Job Functions and Responsibilities

  • Plans, organizes, oversees, coordinates, and implements City-wide assigned loss control/prevention and safety programs in order to promote safe work practices and prevent City losses.

  • Participates in the development of goals and objectives as well as policies and procedures; makes recommendations for changes and improvements to existing standards, policies, and procedures; participates in the implementation of approved policies and procedures; monitors work activities to ensure compliance with established policies and procedures.

  • Monitors program performance; recommends and implements modifications to systems and procedures as necessary.

  • Conducts periodic audits, maintains records, and prepares reports concerning new or ongoing safety and health programs and program effectiveness.

  • Develops, implements, conducts, maintains, and monitors safety training, programs, procedures, manual and educational materials designed to achieve compliance with current state, federal, and local laws, and regulations.

  • Surveys and inspects City facilities and equipment to determine compliance with local, state, and federal safety regulations; recommends corrective measures as needed.

  • Make recommendations to supervisor to suspend work at job sites when they are not in compliance with safety regulations as necessary.

  • Consults with, advises and assists City departments regarding procurement of safety equipment and hardware, conduct safety and training meetings, and resolution of problems related to risk and safety issues.

  • Reviews and analyzes incident reports and complaints involving citizens, work-related injuries, and illness; prepares reports noting hazards, violations, and accidents; recommends measures to prevent recurrence.

  • Analyzes and investigates general liability claims involving City employees, equipment, and property; prepares and coordinates responses to interrogatories in lawsuits, as appropriate and makes risk management recommendations to the Payroll & Benefits Manager.

  • Collects and reports all general liability claims and works with insurance carrier to assure timely filing and resolution of claims.

  • Coordinates the administration of Workers’ Compensation programs including: instructing City staff on workers’ compensation matters ensuring conformance to applicable laws and regulations; proposes and recommends changes to programs; implements changes; prepares and presents reports as necessary.

  • Serves as the liaison for the Workers’ Compensation division to other divisions, departments, and outside agencies.

  • Collects and maintains all certificates of insurance for the City.

  • Identifies and assesses liability concerns and exposure to claim loss statistics and trends. Provides each department with loss statements for General Liability and Auto losses.

  • Conducts and coordinates research studies and analyses pertaining to risk and safety programs and projects, including collection of data from multiple agencies and sources.

  • Reviews all special event permits for the City to ensure appropriate liability coverage and/or waivers are present.

  • Prepares oral and written reports, including technical and presentation reports, tables, charts, slides, and computer-based presentation; assists in presentations to management, and other agencies.

  • Assists supervisor with the development of long-range plans and programs.

  • Develops and maintains computerized record keeping, documentation and data base systems for accident, safety training and related reports.

  • Assists with division’s budget preparation; submits recommendations and monitors expenditures.

  • Attends and participates in seminars and meetings related to safety; maintains liaison with professional safety organizations and other agencies to obtain and exchange current developments in providing a safe work environment for municipal government operations.

  • Performs other related duties as assigned by supervisor.

Knowledge, Skills & Abilities required

Knowledge of:

  • Operational characteristics, services, and activities of a comprehensive risk management, safety, and workers’ compensation program.

  • Principles, practices, materials, equipment, methods and techniques of safety program development and implementation.

  • Public agency benefits and workers’ compensation administration principles, practices, and standards.

  • State, federal, and local occupational, environmental safety, and health laws applicable to Public Works and other City departments.

  • Modern and complex principles and practices of project organization and coordination.

  • Methods and techniques of research, statistics, and analysis.

  • Basic principles and practices of budget preparation and administration.

  • Accident investigation techniques; accident/incident record keeping techniques.

  • Strong analytical skills and a thorough knowledge of plan designs. Ability to understand, evaluate and make judgment on the proposals (RFP’s).

  • Basic principles and practices of municipal budget preparation.

  • Proficiency with personal computers and Microsoft Office.

  • Excellent written and oral speaking skills.

Ability to:

  • Effectively handle and prioritize multiple tasks while dealing with frequent interruptions and deadlines. Excellent attention to detail and high-level time-management and organizational skills.

  • Develop, coordinate, and direct effective safety and training programs.

  • Conduct research, interpret data, and prepare complete and accurate analyses, reports, and recommendations.

  • Ensure compliance with appropriate safety practices and regulations.

  • Assess and evaluate safety training needs and develop appropriate programs and/or make recommendations for improvement.

  • Conduct accident and workplace safety investigations; identify existing or potential hazards.

  • Deal tactfully and effectively with the public, adjusters, brokers, attorneys, and co-workers.

  • Ability to exercise good judgement and initiative.

  • Ability to objectively assess and bring to resolution certain employee relations in respective areas of responsibility.

  • Develop and maintain complex reports and smart spreadsheets.

  • Understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities.

  • Communicate clearly and concisely, both orally and in writing.

  • Take initiative, be self-directed and carry out assigned projects to their completion with limited supervision.

  • Maintain the highly confidential nature of human resources work.

  • Work independently as well as in a team environment.

  • Establish and maintain cooperative working relationships with those contacted in the course of work.

Minimum Qualifications

Combination of education and experience sufficient to successfully perform the essential functions of the job qualifies.

Required:

  • Associate’s degree from an accredited college or university with major course work in human resources, risk management, safety, business administration, public administration, or a related field.

  • Four years of progressively responsible experience in human sources field and/or coordinating risk management programs in public or private sector settings. Experience in general safety including coordinating and implementing safety training programs, inspecting equipment and facilities for compliance, conducting field investigations, worker’s compensation program coordination, and general liability insurance and related functions.

  • Possession and ability to maintain of a valid driver’s license.

Preferred

  • Workers’ Compensation Self-Insurance Certificate.

  • Certified Safety Professional (CSP) and Associate in Risk Management for Public Entities (ARM-P)

  • Experience working in local or municipal government.

  • Munis, and SharePoint proficiency.

  • Thorough working knowledge of Excel and Outlook.

Physical Demands

Physical: Primary functions require sufficient physical ability and mobility to work in an office setting and operate office equipment. Continuous sitting and upward and downward flexion of neck; fine finger dexterity; light to moderate finger pressure to manipulate keyboard, equipment controls, and office equipment; pinch grasp to manipulate writing utensils. Frequent side-to-side turning of neck, walking, standing, bending, stooping, pushing/pulling, and twisting at waist; moderate wrist torque to twist equipment knobs and dials; lifting objects weighing up to 20 lbs. from below waist to above shoulders and transporting distances up to 50 yards. Occasional squatting, kneeling, and reaching above and at shoulder height; moderate grasping to manipulate reference books and manuals; lifting objects weighing 20-35 lbs. from below waist to above shoulders and transporting distances up to 50 feet.

Vision: See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents and to operate vehicles or equipment requiring depth perception.

Hearing: Hear in the normal audio range with or without correction.

Medical, Dental and Vision

Medical: 2 High Deductible Health Plan (HDHP) options (HRA and HSA) with lower monthly costs. Dental: no deductibles. Coverage includes preventive, basic, major restorative, and child orthodontia. Vision: eye care and eyewear (contacts, lenses and frames). Laser correction procedures. FSA: Medical and dependent care.

Retirement Health

Medical Coverage: retirees (age 55+ and 10+ yrs. of service) may continue individual coverage up until Medicare eligibility at age 65. Medical Reimbursement: retirees (age 55+ and 15+ yrs. of service) receive a monthly reimbursement benefit as periodically determined by the Pension Board of Trustees.

Retirement

Defined Contributions 401(a): City contributes 10% of employee's annual base pay. Vested benefit accrued at 20% a year, with full vesting after 5 years of service. Deferred Compensation (457) and Matching Contributions: employees may elect to participate at any time. After 1 year of continuous employment, City matches employee's contributions, up to 5%.

10 City Holidays and 1 Personal Holiday upon hire and every Jan. 1st.

Paid Parental Leave

2 weeks paid parental leave for birthmother, spouse and adoptive parents (after 1 year of employment).

Georgia College Savings (529)

Employees can opt to participate in this state-sponsored, tax-advantaged college savings plan.

Tuition Reimbursement

After 1 year of employment, employees may receive tuition reimbursement up to a rate equivalent to 15 credit hours at Georgia State University annually. Reimbursement is based on prior approval, course grades, and annual program funding.

Employee Assistance Program (EAP)

24/7 assistance. 6 confidential counseling sessions per issue for employee and/or family member.

Group Term Life Insurance and AD&D

Employee: 3.5 x annual base pay up to annual maximum. Spouse: $5,000. Child: $2,500. Premiums paid 100% by the City.

Disability Insurance

Short-Term Disability: 66.67% of base pay after 14 days of disability. Long-Term Disability: 60% of base pay after 26 weeks of disability. Premiums paid 100% by the City.

Paid Time Off (PTO)

PTO is provided for rest, recreation, illness and family needs. Hours are accrued bi-weekly.

  • 0.0 - 1.0 yrs of service - 12 days annually

  • 1.1 - 5.0 yrs of service - 18 days annually

  • 5.1 - 10.0 yrs of service - 24 days annually

  • 10.1 + yrs of service - 27 days annually
