Regional Director of Employment Services – Delaware, Maryland & Rhode Island

Location: Dover, Delaware
Position Type: Part-Time, In-Person Leadership Position
Reports To: Assistant Director of Programs & Operations
Compensation: 26.00-27.00

RISE Services LLC is seeking an experienced and highly motivated  Regional Director of Employment Services to lead our employment programs in Delaware, Maryland, and Rhode Island.

This is a hands-on, multi-state leadership position based in our  Dover, Delaware office . The Regional Director will oversee employees and service delivery, strengthen referral relationships, monitor documentation and compliance, and lead the responsible growth of supported employment and vocational rehabilitation services across the assigned states.

The position reports to the Assistant Director of Programs & Operations and works closely with senior leadership, Human Resources, program managers, employment specialists, state agencies, employers, and community partners.

Important In-Person and Travel Requirements

Applicants should carefully review the following requirements before applying:

• This position is based in Dover, Delaware and is not fully remote.

• Initial orientation and training must be completed in person.

• Training may require attendance at the Dover office and other designated RISE Services locations.

• Travel throughout Delaware is required based on operational and program needs.

• Travel to Maryland is required approximately once each month.

• Travel to Rhode Island is required at least once each quarter.

• Occasional overnight travel is required.

• Additional travel may be necessary for training, employee support, referral development, urgent operational matters, or program expansion.

Candidates must be comfortable maintaining a visible, in-person leadership presence across the assigned region.

Primary Responsibilities

• Direct daily employment-service operations across Delaware, Maryland, and Rhode Island.

• Supervise and support Employment Program Managers, Lead Employment Specialists, Employment Specialists, Job Coaches, and other assigned employees.

• Monitor staffing, caseload capacity, employee productivity, service utilization, and program outcomes.

• Conduct individual supervision, team meetings, field observations, and performance follow-up.

• Ensure services comply with state vocational rehabilitation requirements, funding-source expectations, company policies, and CARF standards.

• Review progress notes, reports, assessments, authorizations, and service records for accuracy, timeliness, quality, and billing readiness.

• Address documentation deficiencies, missed deadlines, performance concerns, and service-delivery problems promptly.

• Build and maintain relationships with vocational rehabilitation agencies, schools, employers, community partners, clients, families, and other referral sources.

• Conduct presentations and outreach activities to increase awareness and referrals.

• Support the recruitment, interviewing, onboarding, training, and retention of qualified employees.

• Identify program risks, staffing gaps, service barriers, and growth opportunities.

• Develop and implement corrective-action and program-improvement plans.

• Prepare weekly and monthly updates regarding staffing, referrals, caseloads, documentation, compliance, and program performance.

• Participate in leadership meetings, quality reviews, internal audits, and strategic-planning activities.

• Assist with direct services or temporary program coverage when necessary to prevent service interruptions.

• Support the development and expansion of employment services throughout the assigned region.

Minimum Qualifications

• Bachelor’s degree in human services, rehabilitation, social work, psychology, education, workforce development, business administration, healthcare administration, or a related field preferred.

• At least three years of relevant experience in supported employment, vocational rehabilitation, disability services, workforce development, human services, behavioral health, education, or a related field.

• Previous supervisory, team-lead, or program-management experience.

• Demonstrated ability to supervise employees and manage programs, documentation, deadlines, and competing priorities.

• Strong written, verbal, interpersonal, and presentation skills.

• Ability to interpret and apply policies, contracts, regulations, and funding-source requirements.

• Strong organization, problem-solving, follow-through, and professional judgment.

• Ability to work independently while maintaining consistent communication with leadership.

• Ability and willingness to complete required in-person training and recurring interstate travel.

• Valid driver’s license, acceptable driving record, and reliable transportation.

• Ability to satisfy all applicable background-check and employment-screening requirements.

Preferred Qualifications

• Experience managing supported employment, job development, job coaching, customized employment, Pre-Employment Transition Services, or vocational rehabilitation programs.

• Experience overseeing employees or services across multiple offices, regions, or states.

• Experience working with state vocational rehabilitation agencies and other public funding sources.

• Knowledge of CARF standards and quality-improvement practices.

• Experience developing referral relationships and presenting services to community partners.

• Experience opening, expanding, or stabilizing a human-services program.

• Experience with electronic case records, performance reporting, and project-management systems.
