The Operations Director provides strategic leadership for housing development, redevelopment, public works, infrastructure improvements, home repairs, and the agency’s rental property and loan portfolio. This position is responsible for managing projects from planning through completion, overseeing rental property operations, ensuring compliance with applicable federal, state, and local regulations, administering departmental budgets, supervising staff, and coordinating with contractors, consultants, government agencies, community partners, and residents to deliver high-quality, cost-effective programs and services. The Operations Director serves as the agency’s lead for construction and redevelopment activities and provides technical expertise in planning, design, project execution, contract administration, and operational oversight. The position also serves as a member of the agency’s leadership team and may represent the Executive Director as assigned.Location: Greenville, SCReports to: Executive DirectorKEY RESPONSIBILITIESLeadership and Department ManagementDirects, supervises, and evaluates Operations Department personnel. Assigns workloads, establishes work schedules, monitors performance, and ensures projects are completed safely, efficiently, and on schedule. Recruits, interviews, trains, mentors, and develop staff while fostering a collaborative, professional, and accountable work environment. Conducts performance evaluations and recommends personnel actions including promotions, salary adjustments, disciplinary actions, and other employment decisions. Encourages teamwork, resolves conflicts, recognizes employee achievements, and addresses performance concerns in a timely manner. Ensures required employee certifications, licenses, and training, including environmental and safety certifications such as lead-based paint and asbestos, remain current. Project and Construction ManagementOversees the agency’s construction, housing development, redevelopment, rehabilitation, demolition, infrastructure, and public works projects. Plans, directs, coordinates, and monitors projects from concept through completion, ensuring adherence to scope, schedule, budget, quality standards, and regulatory requirements. Coordinates subdivision development, scattered-site construction, infrastructure improvements, and special redevelopment initiatives. Oversees project design, engineering coordination, architectural planning, scope development, plans, specifications, procurement, contract administration, change orders, inspections, and project closeout. Reviews and approves project design modifications while identifying opportunities for continuous improvement. Conducts regular site visits and inspections to verify construction quality, contractor performance, safety compliance, and project progress. Maintains project tracking systems and reports to monitor production schedules and project milestones. Coordinates acquisition and evaluation of properties targeted for redevelopment in collaboration with internal staff and external partners. Rental Portfolio ManagementDirects the overall management and performance of the agency’s rental housing portfolio to ensure safe, quality, and financially sustainable operations. Supervises staff responsible for property management, leasing, maintenance, inspections, and resident services. Oversees occupancy, leasing activities, rent collection, resident relations, lease enforcement, and turnover of vacant units. Develops and monitors operating budgets and capital improvement plans for agency-owned rental properties. Ensures preventive maintenance programs are implemented and that repairs are completed in a timely and cost-effective manner. Oversees procurement and management of maintenance and service contracts for agency-owned properties. Ensures compliance with all applicable federal, state, and local housing regulations, fair housing requirements, landlord-tenant laws, environmental standards, and agency policies. Monitors property performance through occupancy rates, maintenance response times, financial performance, and resident satisfaction measures, implementing corrective actions as needed. Coordinates capital improvements, rehabilitation, and modernization projects for the rental portfolio. Responds to escalated resident concerns, emergencies, and operational issues involving agency-owned properties. Collaborates with the Executive Director to develop long-term strategies for preserving, improving, and expanding the agency’s rental housing portfolio. Financial and Administrative ManagementDevelops, administers, and monitors departmental operating and project budgets. Reviews and approves expenditures, invoices, contracts, purchase requests, and change orders. Ensures effective financial stewardship and responsible allocation of agency resources. Prepares and reviews reports, budgets, performance metrics, production reports, grant documentation, board materials, meeting agendas, correspondence, and other operational records. Maintains accurate project documentation and agency records in accordance with applicable regulations. Compliance and Risk ManagementEnsures compliance with all applicable federal, state, and local laws, regulations, policies, grant requirements, environmental standards, procurement requirements, building codes, and agency procedures. Supports development and implementation of departmental policies, operational procedures, and project management standards. Ensures achievement of agency performance goals related to housing rehabilitation, new construction, affordable homeownership, code enforcement, public works, and redevelopment initiatives. Identifies project risks, develops mitigation strategies, and resolves issues to minimize operational and financial impacts. Coordinates with legal counsel regarding contracts, disputes, property matters, and other legal issues affecting agency operations. Documents lessons learned from completed projects and implements continuous improvement initiatives. Community and Stakeholder RelationsCollaborates with the Executive Director, agency leadership, Board of Directors, local governments, HUD representatives, South Carolina State Housing representatives, contractors, engineers, architects, utility providers, consultants, community organizations, and residents to advance agency initiatives. Assists with development and implementation of the housing components of the agency’s Consolidated Plan and other strategic initiatives. Represents the agency at public meetings, community events, civic organizations, and professional associations. Prepares presentations, reports, and project updates for the Executive Director, Board, funding agencies, elected officials, and community stakeholders. Meets with neighborhood leaders, residents, and community organizations to promote agency programs and encourage public participation. Operational ResponsibilitiesDirects daily communication with field personnel to ensure efficient project execution and timely completion. Monitors maintenance issues and serves as backup for managed property maintenance requests and emergency situations as needed. Keeps the Executive Director informed of project status, operational challenges, emerging risks, and recommendations. Performs other related duties as assigned. QUALIFICATIONSEducation and ExperienceBachelor’s degree in Construction Management, Civil Engineering, Real Estate Development, Urban Planning, Public Administration, Business Administration, or a closely related field. A combination of education and progressively responsible experience may be considered. Five (5) to seven (7) years of progressively responsible experience in construction management, housing development, public works, redevelopment, project management, or a related field, including supervisory experience. Valid driver’s license and an acceptable driving record. Knowledge, Skills, and AbilitiesThorough knowledge of project management principles, construction management, housing development, redevelopment, public works, and infrastructure projects. Knowledge of federal housing programs, HUD regulations, procurement requirements, environmental regulations, building codes, and grant compliance. Strong leadership, supervisory, coaching, and team development skills. Ability to manage multiple complex projects simultaneously while meeting deadlines and budget requirements. Excellent organizational, analytical, problem-solving, and decision-making skills. Strong written and verbal communication skills, including public presentations and report preparation. Ability to establish and maintain effective working relationships with employees, elected officials, contractors, consultants, regulatory agencies, community organizations, and the public. Proficiency in Microsoft Office applications, project management software, and other technology necessary to perform assigned duties. COMPENSTIONThe salary range at the time of hire is expected to be between $90,000 – $110,000. The salary offered will be negotiated depending on qualifications/experience.A comprehensive benefits package will be provided to complement the salary compensation.
