JOB SUMMARY/PURPOSE
The Compliance Coordinator assists with the management of DOT drug and alcohol programs, company driver safety initiatives, and FMCSA compliance programs, as well as the development and maintenance of company processes, procedures, plans, and training programs. This position provides company-wide support and is expected to assist with other Safety & Compliance activities, as needed. Travel requirements are expected to range from 10% to 25%, depending on business needs.
JOB DUTIES/RESPONSIBILITIES
• Evaluate current and new positions for inclusion in applicable DOT programs.
• Serve as the data and records liaison with internal stakeholders and third-party program vendors.
• Audit program records for compliance with applicable regulatory requirements.
• Assist new drivers with driver qualification file development.
• Communicate with supervisors and drivers regarding missing or incomplete documentation and compliance issues.
• Work with the EHS Analyst to develop and produce monthly program-related dashboards and reports.
• Conduct FMCSA audits of field operations for driver and vehicle compliance.
• Participate in general safety audits and complete the FMCSA/PHMSA compliance portion.
• Collaborate with the internal Pipeline Compliance Assessment & Assurance Specialist to develop FMCSA/PHMSA audit schedules.
• Administer PHMSA and FMCSA drug and alcohol programs in accordance with 49 CFR Parts 40, 199, and 382.
• Manage employee random pools and follow-up testing schedules.
• Serve as the subject matter expert for non-negative results, reasonable suspicion determinations, post-accident testing, and non-DOT testing.
• Review and update processes, regulatory plans, training materials, and guidance documents as required.
• Review and verify program-related invoices.
• Other duties as assigned.
MINIMUM REQUIREMENTS
Minimum education required of the position
- High school diploma or GED required
- Preferred: Associate degree in occupational safety, business administration, transportation, logistics, or a related field.
- Equivalent relevant work experience in DOT, FMCSA, PHMSA, transportation safety, or regulatory compliance may be considered in lieu of post-secondary education.
Minimum experience required of the position
- Minimum of 2 years of experience in DOT, FMCSA, PHMSA, transportation safety, compliance, driver qualification file administration, drug and alcohol program administration, or a related regulatory compliance role.
- Working knowledge of DOT, FMCSA, PHMSA, and drug and alcohol testing regulations, including 49 CFR Parts 40, 199, and 382.
- Knowledge of driver qualification files, records management, audit practices, compliance documentation, and regulatory reporting requirements.
- Ability to interpret regulations, apply them to operational processes, and identify compliance gaps and corrective actions.
- Strong organizational, analytical, and problem-solving skills with close attention to detail and accuracy.
- Strong verbal and written communication skills, with the ability to work effectively with supervisors, drivers, auditors, and cross-functional teams.
- Ability to handle sensitive and confidential information with discretion and professionalism.
- Proficiency in Microsoft Office applications, especially Excel, Word, and PowerPoint, and ability to work with dashboards, databases, and compliance tracking systems.
- Ability to support audits, training, and field operations, including travel as needed.

Any certificates, licenses, etc. required for the position
- Valid driver’s license required. DOT drug and alcohol program administration training or Designated Employer Representative (DER) training preferred.
Physical Requirements
- Able to operate a personal computer, either desktop or laptop.
- Able to sit for extended periods of time.
- Able to operate a copy machine, fax machine, calculator, telephone and other miscellaneous office equipment.
- Able to exert up to 10 Lbs. of force occasionally, and /or a minimal amount of force frequently to lift, carry, push or otherwise move objects.
