Recruiting/Sourcing Outreach and Candidate Experience Specialist Hiring Department: Applied Research Laboratories Location: PICKLE RESEARCH CAMPUS Purpose Seeking a candidate with a strong background in Talent Acquisition and an enthusiasm for the candidate experience to be an integral part of the ARL HR Operations department of the Applied Research Laboratories. The ARL HR Operations department (HRO) operates in collaboration with the ARL HR Strategies department (HRS), and both departments report to ARL's Assistant Director, HR Programs and Strategic Communications. Applied Research Laboratories is a DoD University Affiliated Research Center at The University of Texas at Austin. We are located on the Pickle Research Campus in North Austin, and our Executive Director reports to the Vice President for Research. Through fundamental research, innovative science, and applied engineering, ARL:UT makes significant contributions in support of national security. Responsibilities Collaborate with hiring managers to determine criteria for sourcing that will result in a group of highly qualified prospects for available positions. Develop and utilize engagement methods to encourage prospects' interest in applying for ARL positions posted via Workday, the UT Austin official applicant tracking system. Advise ARL managers on best practices for recruiting, interviewing, and selection. Work in collaboration with ARL HRS to develop and conduct in-person training sessions for all of these areas. Review and draft job requisitions in Workday for all ARL labs/service area staff and student positions. Discuss and review drafts with hiring managers based on both UT Workday job catalog profiles and specific internal ARL requirements for positions. Submit drafts to HRO Manager as well as the hiring manager and lab/service area director for final review and approval. Responsible for all pre‑hire Workday actions related to job requisitions, which can include changes in the posting itself, posting/unposting the position, closing and canceling the job requisition and dispositioning applicant status at the conclusion of the recruiting effort. Develop a thorough understanding of the entire UT Austin Workday candidate database. Routinely travel for recruiting events, including networking and professional events such as meetings of research‑related organizations in ARL science and engineering fields of practice. Coordinate and participate in university career fairs; periodically participate in military veteran recruiting and career fairs in collaboration with other HRO staff. Consistently maintain ARL's presence on sourcing websites, such as Indeed and LinkedIn; advertise via university organizations, career centers, and other venues to provide advance information for recruiting fairs. Research market trends and developments in the field of talent acquisition and relevant sourcing platforms via consistent monitoring and networking with peer talent acquisition professionals. Present comparisons and recommend products for projected highest return on investment (ROI) based on thorough knowledge of sourcing platforms and ARL's current and estimated future staffing needs. Provide relevant data to consistently record and measure ROI and collaborate on developing and analyzing metrics for leadership review and strategic planning. Provide timely reports regarding all Workday recruiting activity to HRO Manager, including but not limited to number of new positions posted; position aging; interview activity and other relevant data. Develop tracking mechanism for sourcing activity and documenting discussions with hiring managers regarding requirements for each position. Develop and maintain recruiting support from research laboratories and support areas, and from fellow HRO and HRS staff. Lead by example by providing front facing positive overall customer experience for applicants, managers, and directors. Supervise administrative staff who are responsible for the following: reviewing applications for completeness, communicating with applicants as needed, routing complete applications to managers; setting up interviews; ordering recruiting materials and maintaining an organized storage space; and other related recruiting functions as needed to maintain a successful recruiting program at ARL. Supervision of the maintenance of the internal working document that tracks applicants and job posting status as well as reviewing and notating any deficiencies and suggesting any changes that might make the process more efficient. Ensure that postings are current and updated on a regular basis and also maintain regular communication with hiring managers regarding any lack of activity (feedback about applicants, scheduling interviews, etc.) on Workday job postings. Other related functions as assigned. Required Qualifications Bachelor's degree in Human Resources, Communications, Marketing or related field. Five years of related experience. Strong communication skills including being able to summarize all important points in a clear manner in all correspondence and dialogue to convey the proper message to stakeholders. Ability to track, monitor and summarize information accurately and in a manner that provides clear information for stakeholders and decision makers. Evidence of meticulous attention to detail, and the ability to work both independently and as part of a team, and to transition effectively between key responsibility areas. Ability to remain calm under high pressure, maintain strict confidentiality, and demonstrate a balance of empathy with objectivity in emotionally charged situations. Strong diagnostic and problem‑solving skills, with the ability to provide multiple options for problem resolution. Ability to deliver results with little supervision, and effectively manage and prioritize multiple projects. Highly skilled in tracking and prioritizing daily tasks in a rapidly changing environment that includes multiple critical deadlines. Organizational skills are critical. Ability to adapt to characteristics and processes that make ARL unique as a University Affiliated Research Center. Experience with Workday or a similar HCM System. Clear, professional, and collaborative communication, both written and verbal. The interest and desire to be an integral part of the department, which must be demonstrated by understanding and evidence of excellent customer service and consistent professional interaction. Strong skills in MS Office with a proven ability to use Excel and SharePoint. Relevant education and experience may be substituted as appropriate. Preferred Qualifications Research/sourcing skills, from understanding fundamental principles, to on‑line searching and using cutting edge sourcing tools and technologies, use of on‑line professional networks such as LinkedIn or other effective search techniques. Familiarity with UT HR policies, Workday, and policies for research positions at the university; or similar experience outside of the university. Experience recruiting for an organization with a significant science and engineering staff.
