Position Overview

We are seeking an experienced Senior Lead / Primary RFP Author to lead the development of a comprehensive enterprise technology Request for Proposal (RFP) for a public-sector technology initiative.

This role requires a strong combination of technology project management, requirements gathering, stakeholder engagement, and RFP development experience. The ideal candidate will also have experience supporting a police department, law enforcement agency, or similar public-safety organization.

Key Responsibilities

• Lead the planning and development of a comprehensive enterprise technology RFP.

• Develop and maintain the project implementation plan, schedule, milestones, risks, and deliverables.

• Identify key stakeholders and conduct interviews and requirements-gathering sessions.

• Review and document existing technology contracts, services, and requirements.

• Conduct and document technology needs assessments.

• Serve as the primary author of RFP documentation.

• Translate business, operational, and technology needs into clear procurement requirements.

• Coordinate input and feedback from technology, business, finance, and procurement stakeholders.

• Facilitate meetings and provide regular project status updates.

• Manage iterative reviews and revisions of RFP documentation.

• Maintain detailed and accurate project documentation.

• Help ensure final procurement documentation addresses applicable software, hardware, professional services, and ongoing support requirements.

Required Qualifications

• Minimum 5 years of customer-facing technology project management experience.

• Experience working with technology users to gather and document requirements on at least three projects.

• At least one project involving a police department or other law enforcement agency.

• Meaningful experience developing or supporting at least three RFPs.

• Experience serving as the primary author of at least one RFP.

• Strong understanding of technology requirements and technology-related procurement initiatives.

• Experience working directly with customers and multiple project stakeholders.

• Excellent written and verbal communication skills.

• Strong presentation, facilitation, and interpersonal skills.

• Exceptional attention to detail and documentation.

• Ability to independently manage multiple priorities and deadlines.

• Proficiency with Microsoft Word and Excel.

Preferred Qualifications

• Experience with police, law enforcement, or public-safety technology and operations.

• Experience developing RFPs involving software, hardware, and/or technology professional services.

• Government or public-sector procurement experience.

• PMP certification; relevant experience may substitute.

• Experience supporting complex technology initiatives involving multiple stakeholder groups.

Work Environment

This is a full-time W-2, onsite position in Montgomery County, Maryland. The role requires direct interaction with project leadership and stakeholders, including participation in meetings, interviews, requirements-gathering sessions, and project reviews.
