Alaska Native Tribal Health Consortium has a hiring preference for qualified Alaska Native and American Indian applicants pursuant to P.L. 93-638 Indian Self Determination Act.
Under general to limited supervision, reviews Division of Environmental Health & Engineering (DEHE) project proposals and provides professional land surveying services in support of the completion of sanitation and health facilities construction projects.
Performs a range of technical tasks requiring independent analysis and formulation of solutions to problems related to land and construction surveying, computer aided design and drafting, property ownership and boundary research and survey related office duties.
Maintains project correspondence and records from project conception to completion. Drafts and details elements needed to produce plans for construction. Identifies problems and recommends solutions or corrective actions. May require travel to and work in remote locations for surveys lasting up to several weeks.
Ensures work conforms to practical technical standards and policies. Applies expertise and knowledge of application software programs and specialty technical programs or service. May require travel to and work in remote locations for surveys lasting up to several weeks.
Creates written legal descriptions of property boundaries. Analyzes right of way needs for projects. Creates easement documents for needed right of way for projects.
Land and Construction Surveying – Coordinates, schedules and monitors survey activities under the direction of a Registered Land Surveyor as needed. Establishes and analyzes survey control networks, and survey datum. Analyzes field surveys for accuracy. Coordinates survey activities with other organizations and village administrative officials.
CAD Operations - Creates and updates basemaps, property boundary and other drawings. Provides as-built updates for plan set drawings to produce record drawings. Incorporates various types of images into CAD drawings. Creates plan set sheets for depiction of survey control and right of way.
Performs other duties as assigned or required.
KNOWLEDGE and SKILLS
- Knowledge of plan set structure and function.
- Knowledge of geomatics.
- Knowledge of the names, purpose and parts, setup, transport and the need for calibration of various surveying field instruments.
- Knowledge of the mathematics and measurements related to surveying including linear, angular, elevations, and unit conversions.
- Knowledge of basic survey techniques and procedures.
- Knowledge of land status and skill in determining legal status of project lands.
- Knowledge of construction staking procedures and stake markings.
- Knowledge of skills that apply to Land Surveying and CAD Operations.
- Skill in technical CAD drafting using AutoCAD.
- Skill in performing computations required for CAD Operations.
- Skill in written and oral communication.
- Skill in establishing and maintaining cooperative working relationships with office co-workers, field
- personnel and community representatives.
- Skill in operating a personal computer utilizing a variety of software application including MS Word, MS Excel and MS Outlook.
- Skill in the handling, set-up, use and care of electronic survey instruments and accessories.
- Skill in incorporating field notes and survey data into computer based drafting software for reduction to engineering drawings.
- Skill in reading and interpreting engineering plan sets including all civil and surveying disciplines.
- Skill in incorporating new surfaces from Triangular Irregular Network (TIN) models into existing base maps.
- Knowledge of equipment and programs in order to independently carry out assignments.
- Knowledge of DEHE CAD Standards.
- Skill in the use of CAD applications required to independently complete assignments.
- Skill in field and office problem solving techniques.
- Skill in application software programs and specialty engineering programs.
- Skill in applying land surveying expertise and techniques to independently complete assignments.
MINIMUM EDUCATION QUALIFICATION
A Bachelor’s degree in Geomatics or related field. Progressively responsible related work experience, education, or training may be substituted on a year-for-year basis for college education.
MINIMUM EXPERIENCE QUALIFICATION
Non-supervisory – Two (2) years of land surveyor work experience.
Non-supervisory – Four (4) years land surveyor work experience.
Non-supervisory – Eight (8) years of any combination of education in Geomatics or related discipline and land survey work experience. AND Supervisory – Two (2) years of experience in a Land Surveyor supervisory role.
MINIMUM CERTIFICATION QUALIFICATION
Must have passed the NCEES Fundamentals of Land Surveying (FLS) examination or have six years of progressively responsible related work experience. For Surveyors without a Bachelor’s in Geomatics or related degree, Must have at least 14 years progressively responsible related work experience.
Registration as a Professional Land Surveyor in the State of Alaska is required.
Applicants who have completed all the requirements for the Alaska PLS exam, and are registered with the Alaska AELS board to take the next examination may be hired. Failure to pass the exam in this case will result in reduction of pay grade until successful passage. Applicants registered in other states must achieve Alaska registration within six months of date of hire.
ADDITIONAL REQUIREMENTS
Depending on the needs of the organization, some incumbents in this job class may be required to obtain additional certifications (CFedS, drone pilot license) or training in one or more specialty areas.
A state driver’s license with a clean driving record is required.
