Public Assistance Technical Specialists (Reservist On Call)

ICF’s Disaster Management Division seeks a Disaster Recovery Public Assistance Technical Specialist – Reservist On Call to support FEMA Public Assistance (PA) projects. The on‑call role involves travel to client offices, disaster recovery sites, and deployable assignments for multiple weeks. Key Responsibilities Work on scopes of work, cost alignments, and building projects. Evaluate facility damages, documents, and photographs pursuant to scope of service consultations. Compile damaged component inventory and detailed damage estimates. Perform cost estimation during project development and formulation. Apply program requirements, policies, procedures, and protocols. Provide accurate repair cost information to support competitive estimates. Review FEMA project sub‑grant applications for completeness and prepare version requests. Support project team members with technical interpretation and assistance. Attend meetings with agencies and applicants to assess proposed recovery projects, discuss objectives, and review construction budgets. Consult on Hazard Mitigation, 428 Alternative Procedures, and other FEMA Public Assistance rules and regulations. Use knowledge of design, construction procedures, zoning, building codes, and materials to address technical issues. Analyze situations or data requiring evaluation of intangibles. Exercise independent judgment in methods, techniques, and evaluation criteria. Coordinate and participate in resolution of project‑related issues. Optimize procedures, maintain communication, and focus on objectives. Maintain and track each case in project report management information system. Measure performance with key metrics. Keep management informed of issues, problems, and resolutions. Provide superior customer service, listening, facilitation, and negotiation skills. Carry out timely and accurate duties as requested. Travel as required to client recovery and ICF sites. Qualifications 3+ years of construction experience, including 3+ years in disaster recovery and grant monitoring with FEMA Public Assistance. 2+ years of experience using RS Means, Xactimate, FEMA Cost Estimate, or similar web‑based cost estimator software. 5+ years of experience with FEMA Public Assistance programs, Hazard Mitigation 404, 406, Alternate, and Improved Project requirements. Valid driver’s license and successful Motor Vehicle Records (MVR) check. Willingness to travel (flight and vehicle) at short notice for project work. Professional Skills Proficiency in Microsoft Office Suite and advanced MS Excel skills. High attention to detail and accurate, on‑time documentation and reporting. Strong organizational skills with the ability to plan, prioritize, and manage multiple tasks independently and collaboratively. Excellent written and oral communication, interpersonal, and presentation skills. Critical thinking to resolve project constraints and make decisions, with initiative. Ability to work effectively under changing deadlines and priorities. Awareness of applicant backgrounds, socioeconomic contexts, and community dynamics. Preferred Skills Bachelor’s degree in environmental, disaster management, construction, infrastructure, energy, finance, or related field. Experience with CDBG‑DR, CDBG‑MIT, 406/404‑HMGP disasters. Experience addressing strategic issues in disaster recovery operations with political and programmatic elements. Strong background in various construction types. Experience addressing FEMA Public Assistance policy and guidance technical issues. Analytical and evaluative skills for grants administration issues. FEMA certifications.
