The primary purpose of this position is: To serve in a lead capacity over a group of law enforcement instructors involved in planning and conducting classroom, laboratory, and/or field instruction sessions as part of the Department of the Air Force (DAF)'s special agent training program.

Help

  • Plans, organizes, directs, and oversees the AFSIA's execution of AFOSI basic agent qualification training as an assistant course director.
  • Serves as Federal Law Enforcement Training Instructor.
  • Represents the AFSIA with a variety of installation and functional area organizations.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft. Must be available for frequent and short notice travel for mission requirements
  • Must be able to obtain and maintain a Secret security clearance
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing (con't)
  • (Con't) Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the AirForce, national security, and public safety
  • Knowledge of 1811 series or comparable military service background to support training needs is highly desired
  • Must be able to interact with AFSIA students, special agents, and senior Air Force leaders in a professional, directive manner throughout the conduct of complex, high-risk training scenarios
  • Must be able to fulfill the duties of instructors and directors in their absence
  • Working knowledge of USAF and federal law enforcement standards and practices is highly desired
  • Must have completed or be able to complete specific adult education and training upon appointment
Qualifications

Condition of Employment Continues:

Must adhere to the standards of professional conduct for AFOSI personnel as outlined in the applicable AFOSI policies and regulations

May be required to work overtime and to work other than normal duty hours (evenings, weekends, and/or holidays)

May be recalled to duty

The incumbent must undergo an internal background investigation by AFOSI and must be approved for duty by the Commander of AFOSI or the Commander's designated representative(s)

A pre-employment physical is a condition of employment

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-1712 series.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); Supervising or administering a training program; Development or review of training/course materials, aids, devices, etc., and evaluation of training results; Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis; to include knowledge and experience as a law enforcement officer; knowledge of criminal laws and Federal rules of procedure which apply to cases involving crimes; knowledge of investigative techniques and laws of evidence, rules of criminal procedures, and knowledge of law enforcement training and authoritative technical leadership in law enforcement training areas and experience with the principles, concepts, and terminology characteristic of law enforcement training discipline. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge and experience as a law enforcement officer during which he/she must have acquired knowledge of the criminal laws and Federal rules of procedure which apply to cases involving crimes against the United States. This position requires knowledge of investigative techniques and laws of evidence, the rules of criminal procedures, admissibility of evidence, constitutional rights, search and seizure, and related issues with regard to the Uniform Code of Military Justice.

2. Knowledge of law enforcement training and authoritative technical leadership in law enforcement training areas and experience with the principles, concepts, and terminology characteristic of the law enforcement training discipline.

3. Ability to supervise, train, and develop, a staff of subordinate professionals and support personnel.

4. Ability to successfully select, lead, develop, motivate, supervise, and evaluate people and support the EEO program in practice and in spirit.

5. Ability to analyze complex organizational and operational problems and develop timely and practical solutions, work operations to meet exigent or dynamic program requirements. Ability to deal cooperatively and effectively with individuals or groups representing widely divergent backgrounds, interests, and points of view.

6. Ability to establish program objectives and performance goals and to manage multiple projects and activities, allocating competing personnel, material, and fiscal resources in order to achieve both short- and long-range program goals. Ability to communicate effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

********************ADDITIONAL INFORMATION FOR ACTIVE DUTY SERVICES MEMBERS********************

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
  • Name/Rank/Grade of Service Member
  • Branch of Armed Forces
  • Dates of Active Service (Start and End Date(s)
  • Expected Date of Discharge/Release from Active Duty
  • Terminal leave start date (if applicable)
  • Expected character of service (honorable or general) and type of separation (i.e. separation or retirement)
  • Must be certified within 120 days of anticipated discharge
  • Signature by, or by direction of the adjutant, personnel office, unit commander, or higher headquarters commander.

Note: The VOW Act provides tentative preference. If appointed, a DD Form-214 must be submitted upon receipt
