Facilities Manager (Director of Capital Services)

Duties Description Under the general direction of the Associate Commissioner of Administration, the Facility Manager will manage the agency’s capital program through continuous monitoring of each project, from identification to the design and construction phases, to ensure that each meets the intent and scope in a cost effective and timely manner. The incumbent’s responsibilities will range from building code’s compliance to managing multi-million-dollar capital construction projects. The Office of Children and Family Services (OCFS) is responsible for a broad portfolio of properties, including 18 occupied or vacant Juvenile Justice facilities. Duties Description Under the general direction of the Associate Commissioner of Administration, the Facility Manager will manage the agency’s capital program through continuous monitoring of each project, from identification to the design and construction phases, to ensure that each meets the intent and scope in a cost effective and timely manner. The incumbent’s responsibilities will range from building code’s compliance to managing multi-million-dollar capital construction projects. The Office of Children and Family Services (OCFS) is responsible for a broad portfolio of properties, including 18 occupied or vacant Juvenile Justice facilities. Specific duties include, but are not limited to, the following: Manage and coordinate the OCFS capital program activities with the Office of General Services (OGS), the Division of the Budget (DOB), the Office of the State Comptroller (OSC) and other executive and control agencies. Facilitate significant internal coordination with the OCFS Division of Juvenile Justice and Opportunities for Youth who manages the day-to-day oversight of the facilities. Supervises staff in the review and approval of design document submissions, bid results, and construction project sign-off for final payment. Develops and manages space improvement and rehabilitation initiatives for all OCFS facilities to meet the needs of youth programming in a trauma responsive environment. Working with internal stakeholders, develop program criteria for the size and relationship of all spaces in addition to design specifications and budget constraints, for all building components. Collaborate with the OCFS Bureau of Budget Management (BBM) on the development of capital budgets, spending plans, projections, and managing of ongoing capital finance work. Develop and manage the annual OCFS capital budget, which will be integrated into the agency’s five-year capital plan including: Coordinate with BBM on funding analysis to determine budget needs and develop individual requests to reflect those needs as part of the annual budgeting process. Utilize work scopes, cost estimates, and schedules of project proposals to develop the agency’s annual program and purpose capital budget. Oversee the coordination with OCFS facility operations and maintenance programs including managing agency wide compliance with federal and state environmental regulations. Coordinate agency reports to regulatory agencies concerning periodic reporting requirements, consent order updates, audit and disclosure reporting, and permit compliance reporting. Support the work on the OCFS EO22 Sustainability Coordinator to integrate and adopt sustainability and decarbonization programs. Assisting in the review and update of policies/procedures pertinent to physical plant operations and maintenance. Support other OCFS divisions in the review of county detention projects for compliance with applicable laws/guidelines. Minimum Qualifications A Bachelor’s degree and six (6) years of professional administrative experience in the review of facility operations, procedures and standards compliance for facilities housing court-adjudicated youth between the ages of 12 and 18. Additional Comments Preferred Qualifications Include: Six years of experience in managing multi-trade building construction. Management experience can be derived from the following areas: construction planning coordination of multiple trades cost estimating project scheduling material purchasing resource management (including labor, material, and equipment scheduling) contract document reading and interpretation (plans and specifications) Background Investigation Requirements All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees. For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
