CODE ENFORCEMENT OFFICER

General Description: The purpose of this job is to inspect properties, structures, and vacant lots to determine compliance with applicable property maintenance codes and other County codes and ordinances. Enforce state and local laws and ordinances. This class works under close to general supervision according to set procedures but determines how or when to complete tasks. Duties and Responsibilities: The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary. Responsible for inspection of properties, structures, and vacant lots to determine compliance with applicable property maintenance codes and other County codes and ordinances. Drive, investigate, observe, and inspect. Take pictures of code violations and gather evidence such as vehicle info, owner data, complaint materials and other materials used to support the County's case. Draft violation and inspection notices, letters for contractors/property owners and other documents used to communicate with the public. Both written and verbal communication with the general public and/or specific violators about code related issues. Present cases and supportive evidence to the court for property and property maintenance codes, following site investigations and inspections. Issue and/or complete code enforcement work orders. May supervise work crews. Assist in property maintenance by securing buildings Inspect and ensure that all equipment is in good working condition and notify manager of any equipment maintenance needs. Inspects Illegal Dumpsites videos and roadside trash to determine ownership where possible and issue citations according to state and county ordinances. Supervise Community Service Workers Enforce applicable state statutes and county ordinances pertaining to the duties as a litter services officer / county code enforcement officer. Investigate illegal activity, charges as appropriate, prepares cases for court prosecution and provides courtroom testimony. Issue warnings and summons citations Transport detainees and/or prisoners. Performs other duties and related work as instructed and assigned. Supervisory Functions: This job has no supervisor responsibilities. Minimum Education and Experience Requirements: Requires High School graduation or GED equivalent. Special Certifications and Licenses: Must possess and maintain a valid state driver's license Must obtain class 3-A (Advance) certification from the South Carolina Criminal Justice Academy within 1 year of the date of hire. Reasoning/Math/Language Skills: Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations. Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization. Physical Demands: Performs medium work that involves walking, standing, stooping, jumping, lifting, digging, pushing and raising objects and also involves exerting between 20 and 50 pounds of force on a regular and recurring basis and 50 to 100 pounds of force on an occasional basis. Unavoidable Hazards (Work Environment): Involves routine and frequent exposure to: Bright/dim light; Dusts and pollen. Extreme heat and/or cold; Wet or humid conditions.
