Chief Information Security Officer

Summary The U.S. Census Bureau is seeking a highly-motivated and capable executive to serve as the Chief Information Security Officer. This position is a Senior Executive Service (SES) General position. Positions in the SES are not graded. SES pay is commensurate with qualifications. SES employees are eligible for bonuses and awards based on performance. Veteran's preference is not applicable to SES. Responsibilities The Chief Information Security Officer serves as the advisor to Census Bureau executive management on all areas of Information Technology Security and is responsible for: Developing and communicating the overall information security strategy, goals and objectives with appropriate performance measures to support bureau and department security requirements. Managing the monitoring and recording of the performance of information systems security initiatives. Recommending courses of action and policies to senior management that allow the Census Bureau to securely meet its organizational goals. Managing cybersecurity acquisition projects and budgets for a large Information Technology infrastructure environment; planning, implementing, and overall project management for cybersecurity objectives; and forming strategic partnerships to accomplish cybersecurity goals and objectives. Directing bureau-wide automation security programs that comply with federally mandated security requirements and commonly accepted industry automation security best practices. Travel Required: Occasional Travel Description: Travel may be required to attend or present at meetings and conferences on topics relevant to the U.S. Census Bureau's mission. Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period. PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. Demonstrated executive level experience in developing enterprise technology and security strategies and policies to include extensive knowledge of federal regulations, policies, tools, and processes governing network security and operations, digital forensics, and comprehensive security assessments, authorizations, and continuous monitoring. Ensures the establishment and maintenance of an effective, resilient, and dynamic security posture across complex organizational environments. Demonstrated executive level experience managing complex enterprise-wide information security systems including monitoring and evaluating IT investments and infrastructure, and providing accountability for the protection of IT assets. Experience re-engineering business processes and resolving difficult problems encountered in the planning, development, and operation of complex IT systems. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Professional/Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to address the ECQs. Instead, you should attach proof [e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)] of your eligibility for noncompetitive appointment to the SES. Education This position does not have a positive education requirement. Additional Information Mobility: Organizational mobility and geographical mobility are essential in developing and managing SES leaders. Individuals selected for SES positions members may be subject to reassignment across geographical, organizational, and functional lines, and may be required to sign a Reassignment Rights and Obligation Agreement.
