Description

The General Resources Program Administrator coordinates General Resources programs for enrolled Snoqualmie Tribe members and their dependents, including Emergency Assistance, Funeral and Burial Assistance, Burial Pre-Planning, and the General Welfare Consolidated Assistance Program. This position is responsible for program implementation, compliance, distribution of program funds, eligibility verification, and assisting program participants in accessing available resources. The position also provides guidance regarding program content, policies, procedures, and activities while ensuring confidentiality.

Essential Duties:

  • Coordinate program services and activities with department staff and internal and external agencies. Serve as the primary resource for tribal members and program participants by providing information and guidance regarding program content, policies, and activities and assisting with applications and access to available resources.
  • Serve as a Tribal Assister accredited through the State of WA, maintain required certification, and assist members with enrolling in health insurance and other state benefit programs.
  • Monitor program activities in relation to established program goals and ensure compliance with Tribal, federal, state, and local regulations. Make recommendations as appropriate.
  • Track benefit usage for assigned programs, including Consolidated Assistance, Emergency Assistance, Funeral and Burial Assistance, and Burial Pre-Planning.
  • Assist with preparing grants and grant proposals.
  • Work with Tribal and other organizations and agencies to interpret and implement program policies.
  • Ensure proper management of program records and information. Gather, compile, and analyze data, and prepare reports.
  • Serve as backup to the General Resources Manager during absences, providing day-to-day program oversight and ensuring continuity of operations.

Additional Duties:

  • Assist the supervisor with planning department goals and objectives and developing policies.
  • Work department events as needed for staffing support.
  • Participate in department meetings.
  • Respond to phone calls, emails, and faxes from tribal members.
  • Prepare and mail recertification, approval, and denial letters as needed for assigned programs.
  • The Tribe values its commitment to community service and the well-being of its members. In recognition of this, each employee may be expected to perform duties from time to time which may not be related to their regular responsibilities.
  • Other duties as assigned.

Requirements

  • Effective problem-solving and conflict-resolution skills.
  • Excellent customer service and written and verbal communication skills.
  • Strong organizational skills with a high degree of accuracy and attention to detail.
  • Ability to maintain confidentiality and exercise tact and discretion when handling sensitive information.
  • Proficiency with Microsoft Office programs and other computer systems used for program administration and recordkeeping.
  • Knowledge of Native cultures, history, and traditions is strongly preferred.
  • Ability to interpret and apply program policies, procedures, eligibility requirements, and applicable regulations.

Education & Experience:

Education Required:

  • Bachelor’s degree in Public Administration, Business Administration, or an equivalent combination of education and progressively responsible experience may substitute for the degree requirement.

Experience:

  • At least three (3) years of progressively responsible experience in tribal administration, program administration, benefit administration, or a closely related field is required.
  • Experience administering programs, including interpreting and applying program policies, procedures, and eligibility requirements, is required.
  • Previous experience working with tribal resource programs and/or tribal government is strongly preferred.
  • Experience handling confidential or HIPAA-protected health information.

Certifications/Licenses:

  • Valid Washington State Driver’s License is required.
  • Completion of required HIPAA Privacy and Security trainings must be maintained throughout duration of employment.
  • Must obtain Tribal Assister Certification through the Washington Health Benefit Exchange within ninety (90) days of employment and maintain certification throughout employment.
  • Must complete required Mandated Reporter training and maintain current training throughout employment.

Other Requirements:

  • Must be able to pass a thorough pre-employment background investigation.
  • Must agree to be subject to the Tribe's Controlled Substance and Alcohol Testing Policy to include pre-employment screening.

Work Environment:

Work generally takes place in an office environment within a controlled atmosphere building. Noise levels are typically low to moderate. Remote or hybrid work arrangements may be possible in accordance with the Tribe’s Telecommuting Policy.

Tribal Preference:

The Snoqualmie Indian Tribe follows the Tribal Hiring Preference as outlined in tribal policies, including the Tribal Employment Rights Ordinance (TERO). TERO sets forth certain hiring preferences for qualified individuals who are enrolled in a federally recognized Indian tribe, as well as, in some cases, preference for certain family members of those individuals.

Additional Information:

  • Hourly, compensation will be determined based on experience and starts at $36.62 per hour
  • This position is a regular full-time position and employment is at will.
