Defense Contracting Program Manager - NOGJ

Position: Program Manager – NOGJ Location Jonesborough, Tennessee Position Overview As a Program Manager at NOGJ, you will be responsible for overall program planning, direction, and control, ensuring the successful completion of contracts and/or customer‑funded requirements for an entire program. You will lead project managers and functional leads, integrate research and development, production, quality assurance, testing, product support, procurement, contractual and financial data, manage cost, schedule and technical performance, negotiate contracts, prepare proposals, and coordinate the preparation of proposals, budgets and financial terms for a whole program. Day‑to‑Day Responsibilities Serve as the primary customer contact for program activities and lead program review sessions with customers to discuss cost, schedule and technical performance. Act as the primary interface to executive management for the execution of assigned programs. Ensure all program contract requirements are met through internal controls, communication, and policy implementation. Establish milestones and monitor adherence to integrated master plans and schedules. Manage development and/or manufacturing plans, identify program problems, and obtain solutions such as improved allocation of resources or changes to contractual specifications. Accept program direction from company executives and implement it expeditiously and conscientiously. Manage programs within approved resources. Provide customer‑focused, cost‑effective systems or capabilities within contract boundaries. Innovate, seek optimal solutions, and find better ways to manage. Communicate candidly about program status, including risks and problems and potential solutions and opportunities. Prepare thorough estimates of financial and resource requirements needed to manage the program. Provide approved financial baseline program awards, sales, contract profit, profit margin, cash, and, if available, overhead funds, discretionary funds, bid and proposal funds, or independent research and development funds. Identify weaknesses in the program management process and propose solutions. Required Qualifications Minimum 10 years of related experience with a technical BS degree or 14 years of experience without a technical BS degree, with 5 to 7 years in a Program Manager/Project Manager role. Previous management experience preferred. Professional certification in program management preferred. Knowledge of marketplace and customer needs, objectives and expectations. Extensive knowledge of company product lines, policies and procedures. Knowledge of program management practices, including planning, risk management, issue escalation, schedule and resource management, earned value and financial activities. Knowledge of document control requirements. Knowledge of procurement terms and processes. Knowledge of negotiation strategies for assigned programs. Understanding of engineering and manufacturing fundamentals and terminology. Competence with computers and software used for program management. Knowledge of safety rules and regulations. Ability to delegate effectively within a team. Skill in conducting efficient meetings with agendas and action items. Capability to prepare clear, high‑quality letters, memos and program reports. Strong communication skills with all levels of internal and external stakeholders. Ability to adapt program or project scope based on analysis of results or changing legislation or contract terms. Competence in representing the department to other departments, agencies and public entities. Ability to establish and maintain effective working relationships with program participants and external stakeholders. Team‑player or team‑leader skills. Skill in delivering successful presentations to management and customers. Must be a U.S. citizen without dual citizenship. Must be able to obtain and maintain a U.S. Department of Defense (DOD) and possibly Department of Energy (DOE) clearance and meet federal government requirements. Pay Base salary range: $114,000.00 – $180,000.00 per year. Total compensation may include additional monetary incentives and benefits, which will be confirmed at the time of offer.
