These programs serve Oregon Health Plan (OHP) members who often have needs spanning multiple service systems – such as behavioral health, physical health, and social supports – or who are experiencing significant transitions that require coordinated and specialized services. The portfolio includes Home and Community-Based Services (HCBS), Traditional Health Workers (THWs), hospice, home health, private duty nursing (PDN), administrative medical exams, Pre-Admission Screening and Resident Review (PASRR), services for individuals who are dually eligible for Medicare and Medicaid, and pharmaceutical services. Through authoritative policy leadership, strategic planning, and regulatory direction, the position ensures statewide compliance with federal and state requirements, alignment with the Medicaid State Plan, and responsiveness to emerging system needs.The position manages a multidisciplinary team responsible for policy development, implementation, and operations. This includes prioritizing and assigning work, resolving escalated issues, shaping budget strategies, allocating resources, and overseeing procurements and contracts. The role informs and influences long range system direction and strengthens partnerships across OHA divisions, ODHS, federal partners, providers, and community partners.This position will collaborate with diverse populations most harmed by social injustice and inequities and will demonstrate the ability to build and steward positive, collaborative and partnership-based relationships with diverse community groups including communities of color, immigrant groups, the disability and neurodivergent communities, veterans, older adults, individuals identifying as LGBTQIA2S+ and other communities that have been traditionally marginalized.For a full review of the position description, please click here.What We Are Looking ForMinimum Qualifications: These qualifications must be reflected in your application for consideration.Six years of supervision, management, or progressively related experience; OR three years of related experience and a Bachelor’s degree in a related field.Desired Attributes: The following are desired attributes that we have identified as key to success for this role at OHA. If you have any of these, please let us know in your application.Knowledge and experience developing, implementing, and refining policies included in the Medicaid State Plan or other waiver authorities with the Centers for Medicare and Medicaid Services (CMS). Familiarity with varying funding streams for statewide and community investment and value-based payment mechanisms.Ability to provide organizational leadership to foster inter- and cross-agency collaboration and shape system-wide, community-centered policies, programs, and continuous improvement strategies. Experience managing teams, fostering a trusting team culture, and providing financial and budget oversight.Knowledge of health services delivery systems, particularly Oregon Health Plan and Medicaid administration in Oregon, including experience working with Coordinated Care Organizations, social safety net programs, health service providers, or community-based organizations to guide operations and policies.Knowledge of legislative and regulatory processes; experience analyzing, applying, and advising on relevant federal and state laws and regulations, as well as legislative concepts and bills. Knowledge of Oregon Administrative Rules and Oregon Revised Statutes is valued.Experience leading the development and implementation of policies and programs that advance health equity and elevate the voices of communities and people with lived experience.Ability to navigate complex relationships through collaborative problem-solving, consensus-building, and solution-focused approaches. Experience facilitating meetings with internal teams, community members, health service providers, government officials, and legislators.
