SUMMARY

The responsibility of this position is to serve as an advisor to management on the evaluation of the effectiveness of programs and operations. The REM Projects Manager role will encompass a wide range of functions and activities associated with program and project planning, management, and evaluation. Within the context of this broad-based job specification, several duties and responsibilities encompass portfolio, program, project management, and evaluation. The REM Projects Manager will be responsible for the oversight and assistance in the development of policies and standards for in-house programs and projects, cross-functional project management support and coordination, and business process support function. They also develop plans, coordinate project scheduling, budgeting, and perform administrative tasks.

EDUCATIONAL REQUIREMENTS 

• Master’s’ Degree (Business Administration, Public Administration, Public Policy, Economics, Finance, Accounting, Urban Studies, or a closely related field)
• Project Management Certification preferred
• Previous experience with Microsoft Windows Server 2008, 2012, and 2016 preferred

EXPERIENCE REQUIREMENTS 

• Program and Performance – Minimum 4 years
• Grants – Minimum of 4 years
• Project Management – Minimum of 4 years
• Non-For-Profit/Government – Minimum of 4 years
• For-Profit Experience – Minimum of 2 years

OTHER REQUIREMENTS 

• Must have or be able to acquire a valid state driver’s license
• Must pass federal, state, and local criminal investigation clearances, and pass a drug screening test administered by the Commission or its designated provider
• Must be insurable under the agency’s insurance policy

KNOWLEDGE 

• Knowledge of Housing & Urban Development Public Housing regulations and policies pertinent to the department
• Knowledge of DHC and departmental policies, procedures, and goals
• Knowledge of the organization’s structure, policies, and procedures
• Knowledge of standard office procedures, filing, and standard office equipment, including computer, fax, copier, telephone system
• Knowledge of the principles and practices of automated information systems, and data processing

REQUIRED SKILLS

• Reviews audit and investigative reports to determine appropriate changes or corrective action required;
• Provides assistance to the team in developing proposals and in preparing program plans and project application documents;
• Prepares, processes, issues, and tracks grants/assistance award and ensures and monitors compliance with all terms and conditions of financial reporting requirements.

MARIJUANA

Although marijuana has been legalized under Michigan law, it is a Schedule I controlled substance and is illegal under federal law. As a federally funded agency DHC’s employees are NOT permitted to use or possess any form of marijuana for medical or recreational purposes.
