Program Manager For Multimodal Transportation Projects$75,980.41 - $94,889.12The purpose of this class is to serve as the Program Manager for the development and implementation of multimodal transportation projects within the Transportation Department. This class is responsible for managing the County's multimodal (roadway, bikeway, greenway, and sidewalk) transportation program, including project planning, prioritization, scheduling, stakeholder coordination, and program reporting to support the effective use of transportation funding. This class provides expertise in transportation planning, multimodal project development, utility coordination, and coordination with internal departments, consultants, government agencies, community organizations, and the public. This class serves as a liaison with entities such as the Richland County Public Works Department, the City of Columbia, the South Carolina Department of Transportation (SCDOT), bicycle and pedestrian organizations, and other stakeholders regarding transportation initiatives. This class develops, coordinates, and monitors program activities within established policies and performs related professional, administrative, and supervisory work as required in support of the County's transportation program.Specific Duties And ResponsibilitiesEssential Functions:Lead for project planning with staff and consultants to maximize the use of taxpayer funding.Develop project scoring and schedules in collaboration with internal staff, program management firms, and external agencies such as SCDOT and the City of Columbia ensuring schedules are realistic given project complexity.Assist in annual project planning and taking in public and other stakeholder input throughout the year.Update the project plan with new and emerging projects. Work includes developing a narrative for each project, conducting a field study of the project scope, including project limits and foreseen challenges, and working with the project development team on project estimates and impacts.Submit project reports to incorporate into the annual project plan. Review and recommend the project scoring system and changes to the system as needed.Align the recommendations with the project budgets provided within the Division. Manage bike and pedestrian projects and develop standards to improve pedestrian safety.Coordinate value-engineering discussions pre- and post-construction for bike and pedestrian projects. Serve as the County's multi-model transportation expert.Maintain knowledge of SCDOT and County roadway and bridge design and construction standards, particularly for bike and pedestrian projects or project components.Prepare materials and attend meetings with officials, residents, and civic groups to address concerns related to the Transportation Penny project. Support Transportation Penny Advisory Committee activities.Attend County Council and Committee meetings as needed.Supervise support staff as applicable, including planning and reviewing work, maintaining standards, and participating in hiring, training, and performance management.Perform general administrative tasks, including report writing, correspondence, data entry, and file management.Attend relevant training, workshops, or conferences to stay current with trends, legislation, and technologies.Perform other duties as assigned.Minimum Education And TrainingBachelor's Degree in Civil Engineering, Project Management, or a related field.Two (2) years of relevant work experience; experience with SCDOT projects preferred. -or- Any combination of education and experience that meets the requirements for performing the essential functions of this job.Minimum Qualifications And Standards RequiredKnowledge, Skills, and Abilities:Data Involvement : Requires developing new approaches or methodologies to solve problems not previously encountered by analyzing, synthesizing, or evaluating data or information using unconventional or untried methods; requires assessment of projects and to make recommendations to bundle or de-bundle projects in an effort to maximize use of taxpayer funding.People Involvement: Requires negotiating, exchanging ideas, information, and opinions with others to formulate policy and programs or arrive jointly at decisions, conclusions, or solutions; requires advanced customer service skills to be responsive to citizen input during all stages of project development.Involvement with Things: Requires establishing long-range plans and programs; identifying funding resources; and allocating funds for and implementing long-range capital improvements, major construction projects, major equipment, rolling stock, and new technology systems which support goals and objectives of the organization.Reasoning Requirements: Requires performing work involving the application of principles of logical thinking to diagnose or define problems; collects data; and solves abstract problems with widespread unit or organizational impact.Mathematical Requirements: Requires using mathematics involving the practical application of fractions, percentages, ratios and proportions, measurements, and logarithmic or geometric construction; may use algebraic solutions of equations and inequalities, descriptive statistics, deductive geometry (plane and solid), rectangular coordinates, and mathematical classifications or schemes.Language Requirements: Requires reading professional literature and technical manuals; speaking to groups of employees and other public and private groups; and writing manuals and complex reports.Mental Requirements: Requires using advanced professional-level work methods and practices in the analysis, coordination, or interpretation of work of a professional, engineering, fiscal, legal, managerial, or scientific nature; requires the ability to formulate important recommendations or make technical decisions that have an organization-wide impact; and requires sustained, intense concentration for accurate results and continuous exposure to sustained, unusual pressure.Computer Requirements: Requires proficiency in the use of computers and software applications used for transportation program management, including project tracking, scheduling, reporting, GIS, document management, and Microsoft Office Suite. Requires the ability to learn and effectively utilize County and industry-specific software systems.Judgments and Decisions: Decision-making is primary to the job, affecting the organization, related organizations, and major segments of the general population; works in an evolving environment with emerging knowledge and technologies, competing priorities, and changing politics; and is responsible for long-range goals, planning, and methodologies.Physical Requirements:The work is light work which requires the person in this position to occasionally exert up to 20 pounds of force to grasp, lift, carry, push, pull, or otherwise move objects. Additionally, the following physical abilities are required:Balancing: Maintaining body equilibrium to prevent falling while walking, standing, or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.Feeling: Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.Handling: Picking, holding, or otherwise working, primarily with the whole hand.Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction.
