Controls Manager

This is a full-time, on-site role for a Controls Manager located in the North Texas area. The Controls Manager will oversee project controls activities including budgeting, cost forecasting, scheduling, and ensuring project alignment with milestones. Responsibilities include analyzing project performance metrics, preparing reports, identifying risks, and providing recommendations to support the successful completion of capital projects. The individual will collaborate closely with project stakeholders, the construction team, and other departments to maintain project timelines and financial consistency. Key Responsibilities Perform detailed final review and sign-off of contractor pay applications prior to submission for payment processing. Perform detailed final review and sign-off of contractor change orders, general contractor allowances, buyout savings, GMP submissions, and contingency authorizations prior to submission for processing. Perform detailed final review and sign-off of architect invoices prior to submission for payment processing. Perform detailed final review and sign-off of third‑party vendor invoices prior to submission for payment processing. Assist the Project Controls team in reviewing, processing, researching, and paying construction services invoices in a timely manner. Address all concerns, requests, and questions related to vendors, architects, owners, and internal staff. Review required monthly report information and ensure submission each month. Supervise Document and Cost Controls Assistants, Coordinators, and Specialists as needed. Assist in training and cross‑training of the Controls team on third‑party contracts, project closeouts, and invoice processes. Receive and process invoices related to construction services projects as authorized and approved. Verify invoice information within the applicable accounting system. Review, research, and resolve invoice discrepancies. Maintain the accounts payable filing system (digital and/or shared drive) Oversee the receipt, tracking, and submission of applicable project‑related forms (e.g., custodial overtime) as required. Reconcile contingency and allowance expenditures to construction services invoices to ensure proper allocation and payment. Manage budgets and budget changes within the project management system. Assist leadership with process and procedure improvements as needed. Review and research construction contracts for invoice submission and payment requirements. Maintain detailed tracking of all construction services invoices from receipt through payment distribution. Support financial closeout activities as needed. Oversee operational closeouts to ensure timely submission. Prepare and submit budget transfer documentation as required. Assist with internal and external audits, as well as records requests, as needed. Support financial reporting efforts as needed. Provide high‑quality customer service to staff, vendors, contractors, and stakeholders. Respond promptly to inquiries regarding accounts payable and construction services matters. Maintain and adhere to ethical business practices. Perform other duties as assigned. Qualifications Strong attention to detail with the ability to review, reconcile, and process invoices, budgets, contracts, and financial documentation accurately and efficiently. Experience managing construction project financials, including pay applications, change orders, allowances, contingencies, and vendor invoicing processes. Ability to interpret construction contracts, payment requirements, and project documentation while ensuring compliance with company policies and procedures. Excellent communication and organizational skills, with the ability to manage multiple priorities and collaborate with cross‑functional teams in a K‑12 or public sector project environment. Proven leadership and customer service skills with the ability to maintain detailed records, support audits and project closeouts, assist with team training and development, and build strong relationships with vendors, contractors, and stakeholders.
