Overvie wThe HSES Manager has overall responsibility for the development and delivery of all HSES programs, including regulatory compliance and overall HSES performance for an operating region or country. This position is a People Leadership role, managing technical and professional employees. The role directly reports to the Regional Manager or Sr. Manager HSE S Responsibiliti esDelivery of all HSES requirements and project deliverables for a defined geographical region or count ryRegulatory requirements and compliance specific to the scope of wo rkAccountable for the followin g:Ensuring HSES plans, procedures and instructions are implement edProject HAZID’s and other risk revie wsRisk Register and Corrective Action Tracki ngHSES Prequalification of project subcontractors and vendors, as applicab leHazard risk assessments – including completion of Red Shee tsProject HSES Activity Pla nsSite and Employee security programs and procedur esCrisis management programs and planning, including emergency evacuations and actio nsHSES training need analysis and coordination of implementati ngHSE input into site execution planning and setting objectives, targets and goa lsIncident Investigations and reporting (COME T)Master Service Agreements with HSES service provider ceDevelop and monitor HSES procedures for site execution plan s.Deliver HSES Audit programs, including continuous improvement cycl esSubcontractor HSE screening proce ssAbility to occasionally travel to job locations for routine business or emergenci esHSE representation at client meetin gsReview of contract specification and client procedures in support of bi dsCompletion of pre-bid jobsite wal ks Local Requireme ntsAvailable up to 24 hours a day for incident response when facility is operational and paid for all hours work ed.Be conversant with local, State, and Federal Environmental laws, codes, and regulati onsConduct daily environmental and safety inspections and observations to ensure employees’ daily adherence to JSA/SOP and maintain all applicable permit postings at the sh op.Lead in internal environmental audit plans, oversees audits from regulatory audito rs.Preparation of environmental performance reports and submission to the Area HSES Manag er.Ensure new products/chemicals comply with the Shop permit emission limit for VOC, HAPs, and PM by reviewing the product SDS, recommending the appropriate PPE and keeping the SDS library updat ed.Develop a system of tracking applicable Environmental Reporting Deliverables (AEIR, Title V compliance reports Quarterly SWPPP inspections and sampling, TRI, ).Lead Spill Response and Environmental Incident Investigations and reporti ng.Providing environmental input into look-ahead plans and reports based on schedu le.Provide support to environmental input to Management of Change and Lessons Learn ed.Manage Environmental Management System “ERA”, ensuring prompt data entry. Create applicable internal and regulatory reports and deliverables by utilizing the syst em.Train other employees on ERA system u se.Crisis management programs and planning, including emergency evacuations and actio ns.
