SUPERVISORY IT PROGRAM MANAGER (INFOSEC/PLCYPLN)

You will serve as a SUPERVISORY INFORMATION TECHNOLOGY PROGRAM MANAGER (INFOSEC/PLCYPLN) in the NAVAL EDUCATION AND TRAINING COMMAND (N6) of CENSEABEESFACENG.

Duties

Help

  • You will serve as Supervisory IT Program Manager (INFOSEC/PLCYPLN) and Director of IT Management (N6) developing IT policies, goals, programs, projects, and priorities for the Navy Center for Seabees and Facilities Engineering (CSFE).
  • You will conduct operational planning (e.g., strategic planning, capital planning and investment control, workforce planning, policy and standards development) to enable information exchange in information technology (IT) environments.
  • You will review the performance of information technology (IT) functions to provide information to management regarding cost, time, workforce, and equipment.
  • You will review proposed information management systems for consistency with customer operational requirements.
  • You will supervise all other information technology professionals with the Center for Seabees and Facilities Engineering domain.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • An annual 20 hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the employee and supervisor.
  • Obtain the foundational qualifications within nine months and the residential qualification within 12 months of appointment and maintain those credentials as described in DoDM 8140.03 for
  • DCWF role of (752-CYBER POLICY AND STRATEGY PLANNER) proficiency level (INTERMEDIATE) and (751-CYBER WORKFORCE DEVELOPER AND MANAGER).

  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying and utilizing skills and ability in the development of workforce policy, programs, and guidelines; 2) Drafting, staffing, and publishing cyber policy ensuring cyber workforce policies and processes comply with legal and organizational requirements to defend against unauthorized access to systems, networks, and data; 3) Applies comprehensive knowledge of information technology security principles, practices and procedures to develop, implement and manage the overall information systems security program to support commands; 4) Conducting systems analysis to maintain and monitor multiple network systems; and 5) Performing analyses to define new or improved business process solutions and developing cost estimates for new or modified systems.
