About the Position
This is a supervisory-level professional role responsible for overseeing a large-scale counseling program composed of multiple counseling centers within a department to help evaluate and manage emotional and behavioral traits and characteristics within the County workforce. The incumbent provides clinical and administrative oversight, ensuring effective delivery of counseling services to diverse client populations experiencing challenges such as substance use disorders, emotional and behavioral issues, or related conditions. Job duties involve supervising and providing guidance to subordinate-level counselors, interns, practicum students, and volunteers, ensuring quality service delivery and adherence to treatment and recovery plans, identifying behaviors that may hinder client progress, and facilitating both individual and group therapy sessions. An incumbent in this class of work is expected to manage client cases from intake to discharge, monitor treatments compliance, and ensure accurate documentation of client progress, screenings, and service outcomes. - Exercises the full range of supervisory duties and responsibilities over subordinate positions as defined by Personnel Law.
- Serves as lead resource on clinical best practices, behavioral interventions, trauma-informed care, providing guidance and training to lower-level staff.
- Conducts meetings with staff on matters relating to policy, procedures, and techniques of the program.
- Supervises and provides clinical oversight to a team of counselors and case managers across multiple program areas or service sites.
- Monitors casework to ensure compliance with all policies and procedures issued by the County, State, or Program Director.
- Prepares statistical reports and assists in overseeing the collection and reporting of program data.
- Participates in the recruitment, selection, and training of highly qualified staff.
- Assists in the development and implementation of long-term strategic plans for the counseling program, aligning with organizational goals and client needs.
- Monitors the overall effectiveness of counseling services, making data-driven decisions to enhance program quality and client outcomes.
- Assists in the preparation of program budgets and grant requests.
- Contributes to the development and delivery of training programs that incorporate innovative learning principles for individual differences and evaluates and measures the effectiveness of training methods.
- May be required to use modern automated equipment in conjunction with assigned duties and responsibilities.
- Willingly and cooperatively performs tasks and duties which may not be specifically listed in the class specification or position description, but which are within the general occupational category and responsibility level typically associated with the employee's class of work.
- Master's degree from an accredited College or University in Counseling, Social Work, or a closely related field; or Doctoral degree in Counseling, Social Work, or Psychology.
