POSITION OVERVIEW

The Program Manager will serve as the primary coordinator for all non-dFSRM (Facilities Sustainment, Restoration & Modernization) projects at Laughlin Air Force Base (LAFB), managing the full project lifecycle from initial planning through final closeout. Working closely with end users, the 47th Contracting Squadron (47 CONS), and 47 CES, this role ensures projects are executed in compliance with 32 series Civil Engineer AFIs, USAF CE Playbooks, and Whole Building Design Guidelines. Responsibilities span requirements gathering and stakeholder coordination; programming tasks such as drafting DD Form 1391s, AF Form 9s, Independent Government Estimates, Statements of Work, and technical drawings; execution activities including design reviews, construction site monitoring, milestone inspections, and contract issue resolution; and closeout duties such as as-built submission and post-occupancy inspections. The position also encompasses grant writing and external funding management, requiring the incumbent to identify, secure, and manage research grants and interagency resources through their full award and compliance lifecycle. Success in this role demands strong organizational, technical, and communication skills to meet strict timelines, including 60-day project package delivery and same-hour issue escalation, while producing regular status reporting to the COR or Contracting Officer.

JOB RESPONSIBILITIES:

• Will coordinate project requirements with the end users, 47th Contracting Squadron (47 CONS) and 47 CES to ensure proper execution of the programming, planning, design, construction and renovation program for all non-dFSRM projects.

• Is familiar with and will adhere to all instructions outlined in the 32 series Civil Engineer AFIs, United States AF CE Playbooks, Whole Building Design Guidelines (WBDG), but not limited to these.

• Will be be responsible for tracking the planning, programming, grant writing, execution, budgeting, and closeout of all non-dFSRM projects as identified by LAFB.

• Planning responsibilities include, but are not limited to, meeting project stakeholders to identify requirements, submitting work task or work order requests on NexGen, research requirement applicable regulations, identifying additional stakeholders that have approval requirements on project.

• Programming responsibilities include, but are not limited to, requesting project number from CENP, drafting/finalizing DD Form 1391s, producing planning/funded AF Form 9s, generating Class level 1, 3, or 5 Independent Government Estimates (IGEs), draft/submit AF 813, drafting Statements of Work (SOWs), producing drawings for accurate project communication with AutoCAD and/or Photoshop, developing liquidated damages, generating interim and final AF Form 1354s, drafting/finalizing required memorandums for solicitation, performing technical evaluations within time span identified by 47 CONS, participating in/identifying best qualified contractor (s) for source selection boards within time frame indicated by 47 CONS, hosting site visits, processing/responding AF3000s, coordinating/answering project Requests for Information (RFIs) with stakeholders and Base Operations Support (BOS) contractor, producing drawings for project communication, and filing documents accurately in assigned project folders. Initial complete project package delivery to 47 CONS shall not exceed 60 calendar days.

• Grant writing responsibilities include, but are not limited to, grant writing, liaison with community partners when assigned, and management services to support LAFB in identifying, securing, and managing external funding, research grants, and interagency resources. This FTE focuses on the end-to-end lifecycle of funding acquisition, from strategic research to post-award compliance.

• Executing responsibilities include, but are not limited to, attending contract kick-off meeting (if required by 47 CONS), hosting/coordinating pre-construction meeting with stakeholders, attending/providing feedback for all design deliverables within ten (10) days of submittal receipt, hosting design review meetings with LAFB stakeholders, attending/hosting stakeholder meetings, perform daily site visit to monitor construction activities for quality assurance, communicating with 47 CONS on contract concerns/issues immediately (within 1 hour) of identification or notification by Contractor, participating in value engineering exercise as required, conducting milestone inspections, coordinating milestone inspections with stakeholders, generating weekly and monthly reports, generating SOWs for modifications, submit review requests to R&O through online portal, coordinating utility disconnections/reconnections with stakeholders, assisting Contractors with eSSSs and free-zone requests, and submitting contractor generated Operations and Maintenance (O&M) manuals to BOS contractor/stakeholders.

• Closeout responsibilities include submitting as-built files to GeoBase team for review and comment, ensuring all records required for project close out folder are present, filing warranty calls with 47 CONS, and conducting post occupancy inspections.

• Will provide a Weekly Activity Report collectively to the COR or CO for review and comment by the Monday after the work week has ended.

REQUIRED QUALIFICATIONS:

• Bachelor's degree in engineering, engineering management, project management, construction management, or architecture.

• Has a minimum of eight (8) year experience in design, management or construction on federal projects in the last five (5) years.

• Must be able to obtain and maintain a Tier 1 (T1) Security Clearance

• Must read, understand, write, and speak English fluently

PREFERRED QUALIFICATIONS:

• Project Management Professional (PMP), Certified Associate in Project Management (CAPM), AutoCAD Certified Associate (ACA), or E4Clicks Introductory Course Certification

• Licensure as an Engineer or Architect
