Position Overview Job Title: Program Manager Category: Project Management Job Type: Full-time Typical Pay/Range: $160,000 to $165,000 Education: Bachelor’s Degree Travel: Up to 25% Security Clearance Required: Secret The Program Manager for the Office of Antiterrorism Assistance (ATA) is located in the Special Programs Division/Special Program for Embassy Augmentation and Response (SPD/SPEAR) and is responsible for planning and facilitating a comprehensive program of antiterrorism seminars, training courses, and consultations for senior foreign law enforcement officials for an assigned country or region of the world. Major Duties and Responsibilities Oversee development, design, and implementation of comprehensive, country‑specific or regional antiterrorism assistance programs; coordinate with ATA divisions to identify requirements and needed training activities and equipment. Conceptualize desired outcomes of a program in light of overall pertinent country and regional policy goals. May oversee an ATA team assigned in a Partner Nation to ensure antiterrorism assistance is delivered efficiently, meets the needs of the PN, ATA, Department of State (DOS), and Federal statutes and laws; manage personnel, budgets, and resources, including auditing of countries that maintain ATA‑sponsored training camps; oversee in‑country staff HR and administrative issues; review work for quality, quantity, timeliness and adherence to laws and ATA policies and procedures; evaluate in‑country staff performance; identify performance issues and take remedial actions; recognize and recommend rewards for good performance. Regularly audit country expenses, cash accounts, and ATA expenses. Assist in identifying and developing new antiterrorism requirements, training trends, and recurring training needs. Play a direct role in security contingency planning, working closely with the US Embassy Regional Security Office, other US Embassy agencies and DoS bureaus to identify potential security threats to ATA personnel in‑country. Serve as alternate Program Manager for another country/region as designated by the Section Chief. Work within ATA guidelines to prioritize budget expenditures, allocate funds during and at the end of the fiscal year, and provide justification for fund retention. Coordinate activities of other ATA USG contractors to ensure ATA and DOS goals and objectives are accomplished. Identify staffing requirements and work with TMD management and ATA contract providers to fill those requirements. Prepare written and oral briefings, assessments and status reports for presentation to Congress, all levels of ATA, the Department of State, US Embassy personnel and other USG agencies involved in antiterrorism assistance. Document all sensitive or otherwise important issues according to ATA/SPD/SPEAR and DOS policy and procedures. Effectively communicate at all levels of ATA/SPD/SPEAR and the DOS and maintain open communication with the Regional Security Office and other US Embassy entities affected by the programs. Monitor any political, social, cultural, or economic issues in the US and abroad that could affect the PN and influence the in‑country program. Review and draft cables, correspondence and reports; review investigative and administrative files; ensure timely and correct completion and submission of forms required by ATA/SPD/SPEAR or higher authority; ensure compliance with all internal control systems. Cooperate with and assist representatives from other ATA and DOS components, as well as other federal, state, local and international agencies and non‑government agencies. Initiate and maintain relevant contacts; resolve problems or conflicts to ensure maximum impact and results and keep the Section Chief informed as appropriate. Further ATA/SPD/SPEAR’s goals through interaction with other agencies across policy, strategy, budgetary, planning, coordination or intelligence coordination; develop and maintain effective working relations and partnerships. Interact with PN officials, preferably in the primary language of the PN; identify and discuss matters and issues involving the in‑country program from a strategic perspective. Safeguard all sensitive and classified materials and equipment in accordance with Federal, DOS and ATA/SPD/SPEAR laws and policies. Prepare an annual program budget and secure financing for program components within budgetary limits while ensuring government funds are expended judiciously and comply with regulations and policies. Recommend approval of expenses with final approval by a Government‑hired Full‑Time Employee; ensure assigned accounts contain sufficient funds; identify expenses requiring justification and cooperate with the ATA/SPD/SPEAR team. Regularly audit all assigned USG expenses and ATA/SPD/SPEAR‑issued equipment as required by law or policy. Work with other ATA personnel to secure venues and instructional providers based on existing contracts and agreements or initiate new contracting vehicles in accordance with Department of State and federal guidelines. Evaluate training and consultative projects after completion to determine if desired outcomes were achieved in terms of content quality and overall student satisfaction. Maintain extensive senior‑level contacts in federal, state and local law enforcement circles. Perform administrative duties to assist with overall Branch budget monitoring and preparation, produce and deliver ad‑hoc presentations, coordinate administrative escort and interpretation issues during program delivery, and resolve student‑related issues. Required Qualifications and Experience Must be a US citizen and possess or be able to obtain a SECRET clearance. Must possess a Bachelor’s degree; an advanced degree is preferred but not mandatory. Preferred experience as a Regional Security Officer or other senior law enforcement‑related assignment with a good working relationship with senior‑level foreign officials. Excellent interpersonal and cross‑cultural skills. Excellent writing and verbal communication skills. Willingness to travel to developing countries and hazardous environments. Preferred experience with the Department of State’s SMART system; not mandatory. Proficiency in Microsoft Office Suite and Project Manager. Preferred experience in law enforcement training; not mandatory.
