Job Description - Transportation Engineer II, III, or IV (2601561) Transportation Engineer II, III, or IV – responsible for complex transportation engineering work in planning, project development and design, construction, and traffic operations and maintenance, with a focus on roadway lighting and electrical systems. The role ensures compliance with federal and state laws, policies, procedures, standards, and guidelines. The engineer works independently on assignments, with occasional supervision from a project manager. Position Information Traffic Safety Division’s Illumination group develops and oversees standards, specifications, practices, and policies for roadway lighting on Texas highways. The engineer collaborates with TxDOT Districts, contractors, and consultants to design, build, and maintain safe and effective roadway lighting and electrical systems. The role also involves training TxDOT personnel, contractors, and consultants through classroom, field, and online programs covering lighting, electrical, and safety practices. Perform research, specify, review, and approve electrical and lighting materials for use on highway projects. Develop and review engineering related documents, correspondence, reports, and remediation plans. Drive or travel to project and work locations to conduct on‑site engineering reviews, analyses, tests, and to provide technical support. Provide technical support to Districts, Divisions, consultants, and contractors regarding policies, procedures, specifications, and standards for roadway lighting and electrical systems. Interpret manuals and required guidelines for traffic operations. Make presentations and represent TxDOT. Oversee contracts for inspection, inventory, and database maintenance for roadway lighting and other traffic structures. Perform and coordinate the review and processing of Plans, Specifications & Estimates (PS&E) submissions, special specifications, or special provisions. Review and revise schematics, PS&E, and project designs for roadway lighting and electrical systems. Review traffic engineering studies and warrants for roadway lighting. Write reports and specifications. Perform other job responsibilities as assigned. Develop, maintain, and oversee classes, online courses, videos, materials, certifications, and contracts to train TxDOT personnel and contractors in specifications and procedures related to roadway lighting, electrical systems, and electrical safety. Serve as team lead and provide oversight to engineering staff (if applicable). Develop traffic engineering policies, procedures, manuals, and standards related to roadway lighting and electrical systems. Investigate and respond to public complaints on traffic signals, lighting, electrical systems, traffic management systems, or other traffic‑related items. Minimum Qualifications Education Bachelor’s Degree in engineering or a related science. A higher degree from a program accepted by TX PELS is also acceptable. Experience Experience can be satisfied by full‑time or prorated part‑time equivalent. Related graduate‑level education may be substituted for experience on a one‑year‐per‑year basis. Licenses and Certifications Valid driver’s license; position requires driving a state vehicle. Licensed Professional Engineer (state of Texas). Professionals licensed in other U.S. states must obtain a Texas license within six months of hire and sign an agreement as a condition of employment. Knowledge, Skills, and Abilities Knowledge of applicable governmental laws, rules, and regulations for safeguarding information and information technology related systems. Knowledge of construction, operation, and maintenance practices for roadway lighting and electrical equipment. Proficiency with engineering software, standard applications, and lighting design software. Knowledge of design and plan preparation methods and requirements. Ability to write clearly, concisely, and professionally. Skill in presenting images and ideas in a clear, concise, organized, and engaging manner. Experience with basic design and drafting. Analytical and organizational ability with business and technical data. Preparedness to produce technical/statistical reports. Experience in giving presentations. Commitment to maintaining safe working practices. Logical reasoning to define problems, establish facts, and draw valid conclusions; ability to make decisions that support business objectives. Planning, coordinating, and handling multiple projects within responsibility areas to meet short‑ and long‑term deadlines. Extensive knowledge of electrical safety standards, codes, and practices. Researching, analyzing, and interpreting policies and state and federal laws and regulations specific to functional area. Knowledge of industry standards, specifications, codes, and practices for lighting and electrical systems. Knowledge of electrical and illumination system design, materials, and applications. Physical Requirements and Working Conditions Sedentary work: Lift up to 10 lb at a time; occasionally carry files or small tools. Talking: Expressing or exchanging ideas by spoken words. Hearing: Perceive sound at normal speaking levels; receive information by oral communication. Repetitive Motion: Substantial movements of the wrists, hands, or fingers. Close Visual Acuity: Work includes data and figures; viewing a computer screen; extensive reading. Visual Acuity: Determine work quality and make general observations of facilities or structures. The job is physically demanding and requires a pre‑employment physical examination. Must pass a drug test prior to employment for safety‑impact positions.
