Description The Colorado Community College System (CCCS) is hiring a Compliance Specialist to join our Internal Audit team. In this role, you’ll be responsible for planning Civil Rights monitoring reviews, conducting site visits, documenting, and reporting on the results, and performing follow‑up with sub‑recipients to determine whether corrections are implemented. Civil Rights reviews include measuring facilities to determine if they are accessible to an individual with a disability as well as reviewing policies and procedures to determine if they comply with Civil Rights laws. Civil Rights reviews are conducted at our 13 community colleges, eligible K‑12 school districts, and other postsecondary institutions. You will serve as the Methods of Administration (MOA) Coordinator for the State of Colorado and work with educators throughout the state to resolve accessibility and compliance issues related to Civil Rights compliance as well as prepare required reports submitted to the Department of Education’s Office for Civil Rights. All documentation for monitoring reviews must comply with Institute of Internal Auditors (IIA) Standards. Note: Travelling in the state of Colorado to school districts and colleges is required approximately once per month. Travel may, at times, be on short notice. Examples of Duties Conduct monitoring reviews by reviewing data, policies, and procedures to determine if they comply with Civil Rights laws. Travel to educational institutions and measure facilities to ensure accessibility. Interview school/college personnel to determine whether practices and procedures comply with Civil Rights laws. Document results of test work, measurements, and interviews in electronic working papers. Perform follow‑up site visits and review documentation to ensure completion of corrective actions at districts/colleges. Prioritizing work and coordinating multiple projects simultaneously. Develop and maintain up‑to‑date knowledge of Office for Civil Rights guidance including Title VI, Title IX, Title II (ADA), and Section 504 and Relevant Code of Federal Regulations. Serve as liaison between CCCS and the Department of Education Office for Civil Rights. Provide technical assistance reviews and respond to questions related to Methods of Administration monitoring and applicable guidance. Required Qualifications Bachelor’s degree from an accredited college or university. An equivalent combination of education and/or experience may substitute for the degree. One year of work experience with a background in a regulatory environment such as education, paralegal, accounting, facilities management, or other related industry. Knowledge and use of proper grammar, spelling, and punctuation. Excellent interpersonal skills, including the ability to work with a variety of people internal and external to the organization. Strong project management and time management skills. Ability to establish and maintain effective working relationships; conflict resolution including the ability to negotiate resolution to issues of noncompliance in adversarial circumstances. Excellent verbal communication skills: ability to use tact and professionalism to deliver information. Interest and aptitude for learning about issues related to Civil Rights, State government, community colleges, and school districts. Analytic abilities including critical thinking and problem solving as demonstrated by gathering and organizing information to formulate and support decisions and opinions. Excellent research skills, particularly related to the ability to perform legal research pertaining to laws, federal, or state regulations. Ability to read and interpret complex regulations, contracts, policies, planning documents, and maps. Ability to accurately measure items and document measurements for proper length, width, shape, slope, angle, force. Ability to read floor plans or previous knowledge of how to read floor plans and other construction planning documents. Ability to consider areas of non‑compliance and offer options to achieve compliance and improve access. Proficiency in MS Excel, MS Word, and MS Outlook. Work Location/Travel Expectations Work location is at the Colorado Community College System office. Physical address 9101 East Lowry Blvd. Denver, CO 80230. Must possess a current valid Colorado driver’s license or obtain one within 90 days of employment. Travel up to approximately 25% of the time is required for this position.
